Laz wasn't even the shining star of his own movie.
Point being?
He's certainly handsome, he has a strong screen presence when he doesn't have to speak, he has certainly some physical skills, but lacks both acting talent and this kind of dangerous charm that someone like Craig has. In Fallout he desperately tried to look "menacing", but failed badly imo. Maybe the writing didn't help. Then, I don't see him being both Superman and 007. That's too much for a mid-level actor. I don't have anything against him, he seems like a good fella, plus I'm an admirer of Snyder's work so he will always be my Clark, but I'm not convinced about him being 007.
Cavill wouldn't have that issue, automagically elevating him over Laz.
Maybe I'm just blind or something, but I don't see this "dangerous charm" of Craig. His portrayal has largely been miserable, uncultured thug, though not all of that is his fault.
If you want a direct continuation of the Craig style, then Tom Hardy or a similar clone would be the choice, and good luck with the franchise for the two films you'd get before audiences turned away for good.
Considering the fact that Craig has had the highest grossing films, I take it that last centence is wishfull thinking... ;-)

It would be like coming home, finally, for all of us Dalton fans. Imagine the Bond imagery they could create and instantly make it a classic. It's the Bond prototype, right there.

Depends what direction EON want to go with the next guy.
If they want to continue in a similar vein to Craig, with an actor with range. Then Turner would be a good fit. If they want to go with a generic actioner, in the vein of Brosnan film then perhaps Cavill is the actor to go for.
I’ll save my overall judgement till after the next guy has made a Bond film.

Probably because of his dashing Hollywood looks, there aren't many around with his strong look and okay-ish acting chops. Campbell probably thought that he could 'work with him' and that's fine. It's just that there's another man, Turner, who is made for the part in every single way and that's why Cavill falls short, in this day and age.
He was okay in that film, mostly his look and styling what did the trick, not so much his acting chops.
That being said, the media will always trow the superman card in and Bond will never be the main course. Imagine the tagline for so many years: "SUPER BOND", "IS THAT A PLANE, NO, IT'S JAMES BOND", the scooby gang would be known as Mi6's "Justice League". It's endless, this.
Turner would stop being a Captain and start being a Commander. That's all. The guy would be forever linked, with exclusivity, to the role, to Bond. Nothing else. That's one of the major attractions on hiring him and not Cavill.
