As this happens in Berlin there is an explosion at a clinic and it is found to be a clinic that provides euthanasia for the terminally ill and one of the bodies found is a a former Government Minister. Caught on CCTV is a person running from the explosion and they are identified by body recognition (The Bond Girl) and they are seen boarding a plane to Rome and to get Bond out the way M sends him to find out why she was there.
Unknown to Bond 008 is sent to watch Bond and step in if Bond gets to Maverick or messes up. Some high up in MI6 and a section chief called Baines who wants rid of the 00's think Bond is a liability and they wonder if he is the mole who set up the other 00's and if so 008 is ordered to take Bond out. This is something 008 is known for and is seen throughout the service as the previous M and new M's blue eyed girl or personal cleaner taking out the trash.
As events move on it is found Blofeld has been working on Bullets that via satellite and GPS can go around corners or track a person from a mile away and kill them. The Bond Girl is Swedish Secret Service and is trying to prove Blofeld is responsible for the death of her lover and they was killed by the Bullets developed by Blofeld. The issue is they disintegrate on impact and cannot be traced or detected. As she wasn't believed she left the Swedish Secret Service and went freelance. She was at the clinic as she believed people was lured their thinking they was going for euthanasia and used to test the bullets.
It is found that Blofeld is going to massing a small army to attack a peace conference in Morocco and will use the bullets. This will result in all out war across the Middle East. However, M is ordered to use 008 to take Bond out and 008 realising Despite being Maverick and saving her earlier on in the story decides to side with Bond and prove he isn't the mole and with a commando force 30 Assualt developed by M they attack Blofelds base in Morocco.
It is found this was a trick as Blofeld wanted attention on Morocco so him and Hinx could escape and go about their actual plan. Bond finds evidence that the attack Blofeld has planned is going to happen similtainisly in three days time and will set of 7 Dirty Bombs in key financial locations. To show he means business Blofeld sets of a dirty bomb in The Sahara.
Baines is found to be the mole and escaping to Jamacia is found by 008 and killed. Back at Universal Exports Building M confirms the kill and asks Bond to welcome the new 00's as they need to be operationally ready and find the locations of the dirty bombs.
This would take us in to Bond 25 as I have read, will be a continuation of events in Bond 24.
I'd keep 008 killing Baines and M and Bond welcome the new 00's who are fully operational As M confirms Blofeld runs SPECTRE and is now a major global threat.
Three months after the events of Skyfall the film opens with the new M in a briefing debating about Bond who has been on evaluation, as his maverick ways are blamed for the death of the previous M. Also a few missions involving the 00 Section and other MI6 teams have failed and it is believed to the work of a mole. Other MI6 Chiefs and Chief of Internal Affairs Marston Baines and the PM question the need for a 00 Section and if Bond should return to duty. M says Bond is on a training exercise in Austria with his by the book evaluator 008 (Eileen Smith) and a small group of Austrian Commandoes and it will be a while before he returns to any active duty.
The exercise is a simple recon and teamwork effort and Bond and 008 who leads the exercise make their way to various points in the area. They are suddenly attacked by a group led by Hinx and some of the Commandoes are killed. Bond is about to give chase and 008 orders him to stay and help the wounded.
Bond ignores her and goes after Hinx. Bond takes out some of the group and chases after Hinx. Both fall off their ski's and Hinx proves to strong for Bond and over powers him and makes his escape in a helicopter. Bond jumps up and opens fire with his Walther and watches as the helicopter flies into the distance (Goes Into the Bond Song and Opening Credits)
MI6 is in an uproar and 008 and Baines demand Bond should be in prison as he is a danger to national security. Baines also thinks Bond might be the mole and help set up the attack in Austria and failure of the other MI6 missions.

Monique tells Bond the clinic is run by Ernst Blofeld of the SPECTRE Group and when her when her sister said her boss was a monster, she meant Blofeld and not Silva. Monique tells Bond Silva was a puppet saved by Blofled in Hong Kong and helped to get revenge on the previous M and utilise a mole they planted years before in MI6. Bond now knows why Silva knew so much about him and why Silva had the resources he did.

This results in a fight with Hinx that spills out into a car chase across the city.

A mixture between OHMSS and GE.... I highly doubt any part of this will end up in the movie...
However, these are my ideas and reading between the lines what I think the plot might be. So I'm very excited on what EON say at the Press Conference.
Moneypenny casts Bond a glance, saying that she is suspicious of Haru. They walk to an outside balcony where other partygoers mingle and Moneypenny points to a woman nearby, informing Bond she's here. Bond assures him that he'll take care of it and to proceed with the job. Bond approaches the woman who gives Bond more information on Haru. They retreat to a private room where Bond ties a rope to the leg of a chair and tosses the end out of the window. He tells the woman, Maria, to take a seat. Bond repels out the window to a ledge below.
He breaks into the room below and accesses Haru's office, searching for information, as the lights in the room turn on. He turns with his gun out to see Haru's guards aiming guns at him and standing beside Haru is a guard holding Moneypenny. Bond slides his gun across the table. One of the guard holds their gun to Moneypenny's head. Bond then dives across the table and retrieves his gun before shooting the guard in the head. He then dashes out of the room, after grabbing Moneypenny, under gunfire from the guards. They manage to hide away for a moment for Moneypenny to arm herself. They both then fight their way out of the mansion and escape in Bond's car, prompting the new gun barrel sequence and the title sequence.
The scene shifts to an unknown location, where Haru is meeting with Mr White. Haru informs him of Bond's disturbance of their operation. White, who is not shocked, tells him that Quantum will handle him and that the microdot will soon be with the organisation, but they need someone to transport it. Haru is then grabbed and taken by force out of the room by White's thugs, revealing that Haru will transport the microdot.
Back in London, Bond is ordered to a meeting with M. After flirting with a back-in-the-office, Moneypenny, M reminds him that the microdot contains vital information. M informs Bond that Q has managed to trace Harding to Mombassa and that M has organised for Bond to meet with MI6's informer, Maria. Bond is escorted by M's assistant Bill Tanner to meet with Q, who gives Bond the radio locator and the hand-print sensor Walther PPK, along with another gadget.
Bond travels to Mombassa and finds Maria gambling at a bar and asks for Harding's location. Maria tells him that Harding is in a hotel nearby and to not expect Harding to be there for long. She then reveals to Bond he's being tailed, pointing to two men at the bar. Maria creates a distraction while Bond escapes, leading the thugs on a chaotic chase through the city streets. At the last moment, Leiter pulls up in a limousine and picks up first Bond, then Maria. He explains that he's been sent by the CIA to lend a hand.
Bond checks into a luxury hotel, where Harding is staying, with Maria, before she seduces him in the hotel pool. After learning Harding's room number, he breaks in to find it empty. He searches around and finds a business card for a surgeon, Dr. Thomas Woods, who worked in the area. Bond and Leiter visit Woods in his home to find out his involvement. Bond learns from the doctor that he was forced to implant the microdot into the wound of a Japanese man. As they leave, the house blows up, killing Woods.
Meanwhile, a van is driving across a field, occupied by thugs. They are transporting Haru, who is in the boot. The van arrives at an airfield, where it meets with a commuter jet. Stephen Harding, the holder of the microdot, meets with some merceneries, who are working for him. The thugs escort Haru into the jet, before Harding gets into the vans and drives off.
During the flight, now in Nepal, Haru is guarded by one of the merceneries. Whilst he is distracted, Haru knocks out the mercenery and attacks the others. One mercenery draws his pistol and manages to get off one round before he is shot dead by Haru. In the shoot out, the pilot is shot dead, causing the plane to fly towards and crash into the Himalayan mountains. Back in Mombassa, Bond returns to the hotel with Leiter and hears on the news about the jet crash. Maria informs them that the site has been shut off by the Nepal government and MI6. Bond is sent to meet with M, who has arrived in Mombassa.
Bond informs M that he believes there is a traitor involved with MI6 as they have been one step behind the bad guys from the start. M tasks Bond with retrieving the microdot from the wreckage and tells him that he shall be part of a climbing party. In North Africa, Harding storms into his penthouse, furious, wanting to know how the plane crashed, as his bodyguard follows him in. He also demands to see Mr White. White suddenly appears behind Harding, as if magically summoned by the mere mention of his name. Harding tries to shoo him out, telling White that the crash has nearly ruined the whole operation. White dismisses the bodyguard, calmly and casually revealing that Harding's involvement does not give him complete power over the organisation that hired him, and that the plane transportation was organised by Harding himself, which renders him the reason for the problem. Harding calls White pure evil, and just like that, White breaks Harding's neck.
Bond is summouned to the Marquis estate for a face-to-face meeting with Roland Marquis, an expert mountainclimber and former squadron leader. In Nepal, from the station, Bond is taken to the estate by Marquis' bodyguard, Baack. Upon arrival, Marquis explains that they will start climbing the mountain in the morning and over dinner, introduces Bond to his associate, Irina, who will accompany them on the climb. Later that night, Bond arrives at his room, where he finds Irina there waiting for him. After they sleep together, Irina talks about how afraid of climbing it she is but she says she can't wait to see the world from up there.
The next day, they are going to attempt to mount the mountain. Bond meets the other climbers, who include a German expert, Otto and a British expert, Jon. They arrive at the bottom of the mountain, where Irina and Bond survey it. They attach rudimentary crampons to their shoes. Marquis tells him to sink his pickaxe deep into the mountain. Bond looks despairingly at the mountain. The party begin climbing. They continue climbing when a crack begins to spread across the mountain, creating a landslide sending several people flying -- including Irina and Bond, who are weighing down Marquis, Baack, Otto and Jon. Baack cuts them loose but Bond gets purchase before Irina falls and he pulls her up. They start climbing again. Reaching a stop point, exhausted. They lie on their backs. Bond and Irina both gaze at the amazing view of where they just came from. He helps her up and they look at the view of where they are going.
At last they reach the plane, but Bond discovering it first, notices Haru's body to be missing. Bond secretly finds it down a crevasse and rescues it. Whilst, he removes the microdot with a knife, Marquis begins to look around the plane for Haru, but cannot. Irina watches Marquis pull a gun from his pocket and shoot Jon in moment of anger. Ordering her to find Bond as a distraction, he also shoots and kills Irina, revealing he, Baack and Otto are involved with Quantum. Bond returns to find Irina and Jon dead, before he is confronted by Otto with a gun. Bond tricks him into thinking someone is about to ambush him from behind, and then quickly attacks, knocking the gun out of his hands and wrestling with him. Bond eventually gains the upper hand, and knocks Otto down, before picking the gun up and taking aim. He then decides not to kill him and simply fires the last shot into the air. Otto wakes up and reaches for his knife, but is shot down by a sniper, to Bond's surprise.
He is confronted by Leiter and a team of CIA agents, revealing they were sent to climb the other side of the mountain to keep an eye on the operation, and tells Bond of Marquis murdering the two climbers. Marquis and Baack have tralled to a mountainside fort, where they are to meet with a Quantum operative to give them the microdot. Close by, in the snow covered mountains, Bond, Leiter and the team split up to draw the guards away. Bond travels alone to ward off the guards, and Leiter and the team begin ascending a mountainside to access a blind side of the fort. After destroying a pursuing vechile, Bond inadvertantly causes an avalance. Leiter and the team look up the mountainside and are forced to cut their lines as the avalanche sweeps down upon them.
Bond demands to know if there is another way into the fort over the radio and Leiter tells him that the fortress may have an secret underground entrance that he can access. Bond goes there. He finally enters the main room, where he finds Marquis has murdered the Quantum agent who was in charge of recieving the microdot. Marquis tells Bond that he was never going to give it to Quantum and will take the money and sell the microdot again. Meanwhile, Baack having learnt of the other team, shoots some of them dead. Leiter confronts the guard and they engage in a violent fight at the edge of the mountain.
Marquis tells Bond that he is not the traitor and that it was someone else who betrayed him, before he then reveals he has had explosions set up around the fortress and that he will set them off if Bond doesn't stand down. Marquis sets off one of the explosions, which causes the fortress to rock and part of the building to collapse, distracting Bond as Marquis flees. Baack is also distracted by the explosion, giving Leiter enough time to get the upper hand and fling Baack off the edge of the mountain to his death. Marquis gets in a car and drives away, before setting off all the explosions, destroying the whole fortress. Bond manages to escape and gives chase on a motorcycle and causes Marquis to crash. Marquis crawls from the wreckage, before Bond approaches. Bond simply questions him about if 'she' bertrayed Bond to Quantum throughout the mission, but Marquis dies from his wounds.
The scene then shifts to Ireland, Bond stands beside his newly built Aston Martin DB5. He calls someone and waits for them to answer. The person he calls turns out to be Maria. Bond informs her he knows that she is the one who bertrayed Bond to Quantum and that he knew because he has experienced betrayal enough to pick it up. Upset, she apologises before hanging up. It is then revealed that Bond is standing on a road near Maria's home, before he enters the Aston Martin and drives off down the road.
It fades to black as the screen reveals "James Bond will return"
I don't think it will be a remake of OHMSS, but they might use some elements of it, say biological warfare, which has been very rarely used afterwards (unlike the nuke and the space device).
I'd love biological warfare to be used again. It's a lot more tangible and inherently threatening than tech based stuff, like hacking.

A plot can or cannot include Blofeld, regardless of the plot.
Ok, ok, let me think... Biological warfare. Virus released by a plane? Or by a train? If a lot of the action takes place in Austria, in a wintery environment, it could be the place where the virus is being manufactured in secret. It is about time we have a good deal of the story set in the villain's lair, by the way. So yes, a virus is to be released, made in Austria, maybe the target would be Rome?
Blofeld (Waltz) summons henchman Batista from a MMA match on his private yacht in the Bahamas to discuss a plan. They move to a hollowed out volcano in Japan where they attempt to brainwash kidnapped geisha girls to use chemicals weapons on the world's crops. Bond foils this plan, Blofeld escapes to an abandoned oil rig where Blofeld and Batista appear to meet their maker. Sadly, so does Seydoux. Bond visits Seydoux's gravesite, but Blofeld appears from nowhere to attack Bond. Blofeld unleashes his robotic white cats on Bond, but Bond kicks a feral ragamuffin. Yes, the wrong pussy. Bond finally finishes Blofeld off inside an abandoned stainless steel delicatessen.
Two 00's are under cover in a terrorist secret base in the outskirts of Morocco and events are being watched on huge screens by M and George Baines an MI6 Internal Affairs Officer investigating the 00 Section due to death of the previous M in Skyfall. The two 00's are investigating the illegal sale of uranium by an unknown source. Their contact is a man called Basair who says he can get them into the room the sale is being made and their orders is to kill the sellers and buyers. A military truck arrives and out gets Hinx and two other men.
M asks for identification and there is no hits on Hinx, the other two men are identified as Victor Caldor a former nuclear engineer from Italy and Sool Han Choi a North Korean defector wanted for terrorism. M is concerned as by Calder and Choi are registered as dead.
Realising this is a trap M orders the 00's to get out and as he does a voice is heard saying he has them now and will kill them in two minutes. Suddenly on the screen a person is seen racing to the scene and M demands to know who it is and he is identified as James Bond. Bond has been an evaluation and was to assist EVAC Teams via a control room. Baines gets on the radio and orders Bond to stand down and Bond tells him to shut up. Bond storms the base and after a gun fight finds the two 00's dead.
Bond sees the killers have escaped down a tunnel and he goes after them and there is a gun fight with Hinx and his men. Hinx throws a hand grenade and Bond with seconds to spare grabs it and throws it back and it explodes killing Calder and Choi and injuring Hinx's face. He escapes and Bond is rescued by an EVAC Team.
(Goes into Bond Song and Opening Credits) Over the credits we see Bond go after Basair and kill him.

Whilst this debate rages on a British Navel Ship is leaving Mexico with the last batch of a morphine hybrid developed by Blofeld Pharmaceuticals that is to be destroyed with permission from Blofeld himself. It was designed for troops in war zones and it was found after the first shot it causes instant addiction and death after a month as it causes the heart to rupture. The ship is attacked and crew killed and the morphine hybrid is taken.

It is found Blofeld has been working on an antidote to his morphine hybrid and is planning to cause a world wide pandemic and make it look like he has developed the antidote knowing governments would spends billions to have it. Also the uranium was to be given to a terrorist group, who in turn would help Blofeld with his pandemic plan. Bond also discovers people were lured to the clinic thinking they was going for euthanasia and used to test the antidote.
Bond finds out 008 was sent to watch him by M who reports via a MI6 Skype link her and 005 are missing. After the call is made 005 is dumped on the street outside the MI6 safe house Bond is at and 005 has beaten beyond recognition and before he he dies he tells Bond to go to the Colosseum alone.
Bond leaves Monique at the safe house and meets with Blofeld at the Colosseum he warns Bond to keep away and Bond says for Silva killing the previous M he will kill Blofled. Blofeld laughs and says 'Even if you had forever, Forever Is Not Enough.'
Hinx appears with a captured 008 and Monique and he injects them both with the morphine hybrid and Blofeld tells him there is a shot of antidote enough to save either 008 or Monique and Bond must decide who to save. Both women start to weaken and Blofeld tells him has a minute to decide. As Bond decides 008 says save Monique and get Blofeld for her.
Bond screams and says sorry to 008 and injects her and he holds Monique who dies seconds later. Bond calls an EVAC Team and goes after Blofeld and Hinx and this spills out into a car chase across the city and Blofeld and Hinx manage to escape.
