Why "For England?"

In SF Bond's word association with country is "England".
In GE 006 and 007 say "For England" a couple times.
In TSWLM Bond says "so does England" when the girl says "I need you".
In YOLT Bond says "the things I do for England."

My question is why is it always England, and not Britain or something else? Especially with SF establishing Bond's Scottishness. As a non-Brit I don't know all the intricaces of British politics, so forgive me if it's a stupid question. Since England is far larger than the other component parts of the UK is it understood to be synonomous? Would a Welsh-, Irish- or Scotsman ever actually say "For England"?
