“Maybe” ;) I know it doesn’t excite me either.
Maybe he hasn't had to change as much as previously suggested. It could be a Paul Haggis situation, where he does more for the characters and dialogue, rather than having to change any plot details. To be honest, that suggestion is probably going off her role in the previous two films.

We have no idea if he really started around the time Rodrigo Perez wrote about his involvement or well before. He's supposed to work on the script for four weeks. It doesn't mean writing for four weeks totally isolated from everybody else, delivering a draft on the last day and leaving. He has to give them the draft, so they can read it, and then he needs a few days to make new revisions where needed.
She's almost the only female figure in his life outside of his girlfriends. If, as some predict, Madeleine goes kaput early on, Moneypenny is the only existing character he's intimate enough to share his pain with. Q would feed him with stories about his cat, and M about the time he tried Minoxidil. And Tanner, well, he's Tanner. Felix Leiter may be a friend, but are they really in touch? Weeks or months later, Bond is back into service, goes on a mission, meets a strange woman, and...
I'm fine with it being a difference in opinion. And I'm certainly not judging those who do feel that way.
I just genuinely don't get it.
A lot of the problems with Madeleine Swann could've been solved if they'd just focused their time and attention on her, rather than on a subplot we didn't really need. I understand the whole Nine-Eyes thing, but there were other ways they could've introduced without giving a quarter of the film to the MI6 crew.
But some people are concerned that spending time with supporting characters does lessen Bond.
I definitely don't get that from the Skyfall pre-title sequence, since he's really out there as the tip of the spear and engaged. And every Bond is regularly assisted/outright saved by his associates.
Plus it was necessary for the introduction of Eve and the plot, whereas in Spectre, it wasn't necessary and it dragged the plot down. Again, I know Nine-Eyes was part of the plot, but that felt like it was done more for the benefit of having more of the MI6 regulars, than for the benefit of the story and the film.
Moneypenny's lost sister comes back for revenge and is revealed to be the author of all her pain.
I'm fine with these characters being given their due if they're written well. It's just that with the exception of Wishaw, they haven't been so far.
Kinnear is a pretty good actor but his version of Tanner is a damp squib.
It should be the non-intelligence bureaucrats attacking MI6 again.
