Why are we even discussing these absurd claims again?
I don't buy it
The fact that a Jinx and Wai Lin spinoff were considered at one time is a troubling reminder that EON have contemplated this in the past. Perhaps that is what someone has in mind with 'universe'.
With heroines all the rage these days (Rogue One, WW, Hunger Games, The Girl With The Dragon Tattoo, Lara Croft, Atomic Blonde etc. etc.), this could be the angle, and not Scooby.
I suppose in this crowded IP universe, they're looking to maximize their relevancy...
Or both: Moneypenny. Black female lead. Character with a history in the field (the PTS of Skyfall gave us a taste of that already). Actress renowned enough to carry her own films. And she doesn't even really get to be Moneypenny in the new Bond films anyway, since Tanner walks around as M's personal secretary.
I can just see it now. An 'MI6 Universe' to rival the Dark Universe, Marvel, DC & SW ones anchored by James Bond.
I'd definitely go see an Ilsa Faust standalone film. Several times!

But I think there are some real caveats to doing this. For instance, I think Q or Moneypenny are really your only options. Leiter's just not closely associated enough to Bond in the general public's mind, so it wouldn't really mean anything except 'generic spy/action thriller.'
I also think the small screen might be a better bet: Marvel made some cool Shorts that were spin-offs of its characters, including Agent Carter. Something like an 8-episode, Sherlock-esque Moneypenny Diaries on HBO could be great fun.
You'd also want a vehicle worth of Moneypenny and Q's (considerable) acting chops. No mean feat, that.
All told, I'd cautiously welcome it. (Though I think that tweet is complete tosh.)

I'm not keen on the idea of Q, Moneypenny spin offs. But I'd be up for say, a crime thriller showing Blofeld's rise to power. Or even a Felix spinoff that was more of a proper spy thriller than an action film. As long as the story feels worth it, I think it could be cool seeing these characters doing their own thing away from Bond.
Scaramanga definitely should have had a prequel spinoff. It's a crime that Christopher Lee only got that one, terrible film in the role.
One second with Tanner feels like a year so 100 minutes would feel like several ice ages. In fact that's the reason recent Bond films have seemingly had such long running times. In reality they still clock in at 2 hours on paper as usual but watching Rory bumble about in the background or spouting moribund exposition is like travelling through a wormhole and you are bemused when you emerge from the cinema 2.5 hours later. It's called the Rory paradox. His wife was born in the 70s but to look at her you'd reckon she's about 96. Have Universal cast The Invisible Man yet for their Dark Universe. Rory would be perfect and you save a load on effects because he's totally unnoticeable when he walks in a room.
If a Tanner spinoff ever came to pass that would be the day I go to EON HQ wearing a suicide vest.
I'd love to say this is all clearly bullshit but remember this is the company that nearly made Tanner the traitor in SP, would've made M the traitor if Fiennes hadn't put his foot down and actuallly did sign off on stepbrothergate. My faith in EON is currently at its lowest ebb since DAD.
As others have said an MP spinoff with Harris gives them what everyone wants - a black lead in a 'Bond' film (but without going the whole hog and casting a black Bond which would still be too controversial for play it safe EON). Could have a cameo from Dan and appearances from M and Q (and even Tanner himself) to make people think they're almost getting a Bond film and don't forget that Jinx script that they were all so keen on is still gathering dust on a shelf somewhere. A bit of spit and polish from P&W and we could be in business on this one. It's far from impossible that this could happen I'm afraid people.

I'd say let's just forget this nonsense and focus on Bond.
There's a bone-chilling thought.
The Scooby movie will have a more innovative title "MI6: Universal Exports" and
it's sequel "MI7: Transworld Consortium".

In any case, this is all I'm saying on the matter until we actually get some real news confirmed.
This. But I will say a Naomie Harris Moneypenny movie is hands down the most likely spinoff they might try. (And not that I would want that to happen, but if it did, I would probably be the only person here genuinely excited to see it—assuming it didn't interfere with the production of regular Bond films.)
It's bad enough that Marvel and DC have to make a movie with every single character possible. It can't go on forever, really.
