And for the thousandth time to all those comparisons with Bond and Marvel/DC done to death... Marvel and DC have a chessboard where those characters like Iron Man, Batman, Superman and whatnot are pieces upon it. James Bond isn't a piece on the chessboard, but he is the chessboard, unless Eon allows him to join The League of Extraordinary Gentlemen which is galaxies far away. Those two IPs couldn't be more different.
So, no, a "James Bond Universe" thriller starring Moneypenny, and the direful Q and Tanner are not happening. What's there to tell a story about Moneypenny? That she's at her desk, cleaning her pistol all day and putting it back in the drawer, being bored? Or that she interferes in some business that only concerns domestic authorities to stop some terrorist? Hell, even that Moneypenny spinoff comic book is a one-shot. Not even a miniseries. So, what are the odds of her getting a movie?
And no, Felix Leiter isn't as popular in the films nor has left a mark on the franchise to get his movie. What is he going to do? Flush down a few bureaucrats down the drain? Apart from what Jack Lord's interpretation seemed to be, Felix isn't an action man.
As for Q and Tanner, that'd be a good laugh. Just another day in the tech laboratory. Just another day under M's orders and solving his life problems within the service. Right!
This isn't happening, as much as casual nobodies believe it, the story will sell. Only they'd be ignorant enough to buy this false make believe topic as a "fact that didn't materialize" when it wasn't even in the planning when the story in the future doesn't check out.
What next? Vladimir Putin to act as Daniel Craig's double?

I wouldn't call TDKR weak. It's actually my 2nd favourite of the trilogy behind BB. It could certainly have been much better (particularly Talia's character), but it had a lot to live up to, and still wraps up the trilogy quite coherently.
I get your point about the bleak visuals though. If Nolan gets Bond (I doubt he will), I would hope that he would ensure a future film has that vibrant travelogue flavour that has characterized the best Bond films, and not the sort of urinated colour palette which accompanied the latest effort (ironically lensed by his new go-to cinematographer). In fact, I certainly hope they dispense with the filtering for B25. Awful.

Skyfall also had strong yellow display that wasn't natural in colour. The Macao building, the casino scene, the Skyfall Lodge during the explosion and afterwards...
Bottom line though: SF achieved that result through strategic lighting (the yellow comes off the ambient lighting in the scenes. I even think there are lamps placed in the bottom of the komodo cave, which I noticed for the first time in a recent viewing). The lights disperse the yellow in pinpoint ways, creating shadow as well as dark and light spots. Plus Deakins used a digital camera. A lot of work went into creating that effect, and it wasn't just via applying an overall filter.
