The key word there is "projected". In other words, they have no idea when the second trailer will be released.
Warner Bros. did something similar with The Man From UNCLE teaser trailer, which went online at 8 p.m. New York time on Feb. 11.
As I said before: 2015 is an insane box office year for blockbusters. EON Productions/Sony/MGM can not go the same safe Bond playbook anymore. Which was: releasing a 1st teaser around May and a final trailer late summer.
The publicity/marketing machine in this year needs to be heavier. In order to compete in the TOP 3 global box office. So therefore: 1st teaser trailer next Friday, another larger final trailer around May, and a 3rd trailer late summer.
May is way too soon for a second trailer IMHO. Late June/early July would work though, with final trailer in late Sept, like I always said.

There wasn't much action in the Skyfall teaser; 99% of it was just the dialogue between Bond and the psychiatrist.
There was at least *some* action in that one though.

Essentially why I won't be watching it. They give up so, so much in trailers for films nowadays. Probably wont be a problem with this teaser specifically, but I want to go into the film having seen absolutely no final footage.
Moreover, Sam Mendes gave us Skyfall which earned $1.1 Billion at the box office, so I think the man knows what Bond is, and what the audience expects.
