Silva was a Spectre's henchman?

In "Skyfall" there was an AW-101 helicopter whit very misterious orange roundel. Now, in "Spectre", there is another helicopeter, a little BO-105 (that save Skiara from Bond) whit the same misterious orange roundel.
Skiara is a Spectre's henchman, maybe the little grey helicopter is property of Spectre. Maybe the big green Silva's helicopter is property of Spectre (or his branch: Quantum).
So: maybe Silva was a Spectre's henchman? Maybe unawares?

Might just be because they used the same provider?

Silva was depicted very much as his own man, but maybe he was contractual for SPECTRE, we will know in SP.

Oberhauser might claim he is... and yet it might be a lie. But we know he might be responsible, at least indirectly, to some of Quantum's actions, and thus instrumental to Vesper's break down.
