But it does have some great elements to it.
1. The PTS
You'd have to be pretty harsh not to enjoy the PTS of GE. Setting up the scene in a snowy, mountainous region a plane climbs as it approaches a massive dam. We then see a black clad figure (face unseen) running along the top of the dam, rope in hand.
Various shots show the scale and size of the dam, until the black clad man stands high atop the centre of the dam, and then leaps off into the abyss.
This is Bond. James Bond. On a mission in Russia teaming up with fellow OO agent Alec aka OO6. After the mission goes awry and Alec is killed, Bond must escape with a room full of Russian soldiers seemingly stopping him from doing so. Surely he has no way out. Using a trolley filled with volatile gas cylinders for cover, Bond slowly crosses the room as all the Russian's take aim on him. I love the squeaky wheel as the trolley moves across the tension filled and silent room. Upon reaching the other side, Bond utilises a conveyor belt to exit the room and to safety. Once outside Bond notices a taxing plane which he gives chase after as the Russians exit the building and give chase after Bond. As he enters the plane and wrestles with the pilot two motorcycles in pursuit cause Bond and the pilot to exit the plane causing the motorcycles to crash. The still taxing, pilotless plane is heading toward the end of the runway, which is perched atop a massive drop off. Taking one of the downed motorcycles, Bond races after the plane as and follows it over the edge is it plummets into the ravine.
Bond now in free fall, manages to catch the plane and pull it out of it's dive just in time, flying over the Russian facility as it explodes.
Some of this is downright silly, the chasing the plane in free fall is a step too far. I recall only hearing groans from the audience when this film came out in 1995. But the rest of it is top notch Bond. An almost rival to the PTS of TSWLM.
2. The Tank Chase
Only in a Bond film could you have a tank running riot through the streets of St.Petersburg.
It's a stunning set piece that at the time was mind blowing. OO7 at the controls of a tank, running over or through anything that gets in his way. Again gets a little silly when it crashes through the statue, which then sits atop the tank. But I do love Ouromov's reaction as he takes a swig from his hip flask, and turns to see the statue on the tank.
I also like trying to count how many times you can see the same car/s at various points of the chase.
3. The end fight with Alec
Not quite on par with the fight with Red Grant in FRWL, but probably more brutal.
It all comes down to this. Which of these two really is the best. Bond, or former ally turned enemy Alec Trevelyan aka OO6. Racing high above the Cuban radio telescope in a bid to destroy it and save the World, Bond and Alec are pitted against each other first trying to stop one another succeeding, and then to hand to hand combat in a small room. The fight is brutal and bloody. And although you can see it's well rehearsed, it is a good old fashioned dust up.
Finally as it appears Bond may have lost and Alec picks up a gun ready to kill Bond, Bond kicks open a floor panel, and descends the massive antenna hanging onto a ladder as it drops. Alec follows and attempts to dislodge Bond. As the two of them struggle on a small platform high above the ground a helicopter approaches with the intent of rescuing Alec. When Bond girl Natalya appears in the helicopter and startles the pilot it gives Bond time to get the upper hand and dispatch Alec. Dropping him from the antenna to his death.
Much more sadistic and brutal than some of the end fights of the series. And rather inventive in the way it plays out.
Honourable mentions:
The M scene. Judi Dench debut in the role, and in this one she's stern and office bound. Sadly with each film she would spend more and more time out of the office, and grow more and more a mother figure for OO7.
The Q scene. I always enjoy the Q scenes with dear Desmond Llewelyn. Q shows off some of his latest toys. The inflating phone booth is slightly amusing as is the woman who shoots through the air in the background. But the pay off as Bond examines a sandwich to which Q alarmingly tells Bond to "Don't touch that." Leaving Bond to pass it to Q in fear of what it might be, to which Q responds, "That's my lunch." is surely the winner in this scene.
The meeting at the fallen Statues. Bond is taken to a deserted park full of old Statues from the former Soviet Union to meet with the head of Janus. An almost eerie set up , until it is revealed that the thought to be dead, former ally Alec aka OO6 is actually Janus. (Not really a shock considering Sean Beans billing) but a good scene nonetheless.
So how can you not like a film with so many good elements. Is it just because of Brosnan?
1. The PTS/Title Sequence - I have to put both here. These scenes were very powerful for a first-timer like me in the cinema. But for Bond fans from previous generations, it reminded us that after six years, we finally had Bond back. The PTS is one of the best in the series, and so is the title sequence, which not only has a nice tune but is beautifully designed in a way that tells us that Bond has moved past the Cold War. Clearly, it's a new era, and a new Bond is coming.
2. The Tank Chase/Meeting with M - The tank chase was the best action sequence I had seen for quite a while. It's funny, classy, destructive, and fun - exactly how a Bond chase scene should be. Even when I watch it now, I can't help but smile at it. As for meeting with M, it's similar to be no. 1 picks in that it reminds us that we're in a totally different era now. The world's moving on, so is MI6 - and it's not just Bond, but his surrounding comrades and superiors as well. Not to mention that the scene itself is beautifully played by Judi Dench and Pierce Brosnan.
3. Meeting at the fallen statues with 006/Final fight with 006 - Once again, the first scene gives us more of the cues of how the Soviet age has past. The eeriness and atmosphere of the scene transcends anything else we ever get in a Brosnan movie, and the chemistry between Brosnan and Bean is brilliant. As for the final fight, I don't really have to explain why, do I? Aw, hell, I'll explain it as the twelve-year old who watched it in cinemas in 1995 did - it was awesome.
As for honorable mentions, there's so many - but Bond meeting Zuckovsky, the fight in the archives, and the scene with Q stand out.

Three favourite scenes and three honourable mentions, doesn't make a good movie for me. And I really had to think about a couple of those above.
After growing up with the John Glen films, having a six year hiatus (I can't imagine the youth of today would be able to handle that long without a film nowadays) and then being introduced to the Sean Connery films from the 60's, GE was a massive change for me. The formula was gone, M's office had changed, everything looked new and different. And it didn't gel with me. It's just not a movie that I've ever really enjoyed. I know I'm in the minority, but I think it's overrated.
the PTS is pretty big, and it has it's own share of great moments and scenes - the bungee jump, Broz's introduction (which i'll be honest, still gets a laugh out of me to this day.... i know there are some who dont like it, but i see no problem with it)... but him escaping - by hiding behind that cart of canisters, blowing the locks off the others, motorcycling down the runway and diving into the plane as the Facility explodes will always stick out in my mind.

I love the personal angle to this fight... it doesn't really get much better in the Broz era than this moment.
