Does Batman undermine social contract & the rule of law?

I see no registration or inspection stickers on the Batmobile... how do we know it's safe to drive, or that the turbine does not produce unsafe emissions?
Are his weapons rated & approved for official street use?
When he kills (or allows by omission of the ability to save) an alleged evildoer, where is the accountability?
Giving Gotham a fancy 'Bat Signal' just doesn't cut it- we need transparency!

Who's with me on this?
When will crime in this country no longer be a laughing matter?????
