That said, a few places come to mind:
-Indonesia, or elsewhere in Southeast Asia. This part of the world does not feel terribly over-visited, and offers some decent distinction from other parts of Asia. Granted, there does seem to be a bit of overlap in language and culture with said parts, which could rule it out after China in SF. If they did go this route, PLEASE just don't go to Bangkok. Not only has Bond been there, but it's been overdone, especially as a seedy cesspool of sleaze and crime (especially considering Only God Forgives). Legitimate human rights issues and violence could put places like Burma out of the question, though.
-Scandinavia. For DC-related reasons, Sweden would obviously do to be avoided, but other countries there haven't been seen too often, and could provide some snow scenes that we haven't very many of lately. Norway's fjords could be great to use, and can easily look gorgeous. Too much gray could be something to avoid, however; unless its absolutely necessary, I don't know how I personally feel about more dismal settings after Scotland.
-Spain. Maybe this isn't too viable after South America in QOS, but maybe focusing on the more metropolitan and old-European settings therein could make up the difference. The Park Guell in Barcelona could be cool, too.
-Africa...I'm of two minds on this one. I think some very neat places could be used (and without delving into political/civil issues that, while very important, maybe don't belong in Bond), but both Uganda and Madagascar also featured in CR. Again, maybe the settings, tone, etc., could be different enough to negate that, but I don't know.
I could maybe see Canada and Australia, as have been mentioned many times, but only if done in a unique and captivating way. I think, at least for now, they should avoid Eastern Europe (Czech Republic, Montenegro, Austria, Russia), much of the Americas (Bahamas, Miami, Haiti, Bolivia), the Mediterranean (Italy overload), perhaps parts of the East (Istanbul and China), and probably the UK beyond England (Scotland, and taking into account Ireland rumors, but maybe they'd find a way to make it work); also, after CR and QOS, we could probably do without TOO much sun-drenching. Maybe some wilderness and snow would be good.
However I have a few notes on the rest of it.
If legitimate human rights issues and violence can put places out of the question then most of the locations visited by Bond would be a no go. Just looking at the recent ones: Turkey? China?
I don't think Sweden should be avoided because Craig did a film there.
South America and Spain are two very different things. The different South American countries are so different between themselves. The different regions of Spain are markedly different from each other. That said, Catalonia would be a good choice but I wouldn't put Bond in Parc Guell, it's just too much.
Again, Africa is a big continent and there is a lot to choose from.
I don't know how well do you know European geography but Austria is not an Eastern European country, the Mediterranean is not only Italy, Istanbul is nowhere close to China, and Ireland (at least the Republic of Ireland) is not a part of the UK! And you have to make up your mind, you don't want grey, yet you don't want too much sun drenching and would like wilderness and snow :-/
My personal wishlist:
-Tahiti/South Pacific
-I think a villain's lair on a South Pacific island would work well, while it's not very original i.e. scaramanga and silva, it's still a nice throwback to the vast lairs like in DN and YOLT
-Greek Islands
worked wonders in FYEO, and who wouldn't like to see Craig battling on the Aegean?
-Copenhagen
-Rome
two very cool, beautiful European cities that haven't been used much
-Canadian Rockies
Canadian only because i'm american and dont like seeing bond in america, it takes away some of the exotic factor for me
-Bermuda
correct me if I'm wrong, but this is a British overseas territory, right? Bermuda is a nice tropical showcase for Bond to flex his muscles (maybe he'll even throw it back to the blue booty shorts from CR)

Wow, I think we have a winner for the Blofeld's Spectre headquarters.
I would love to see more African countries in a Bond film and especially Sub-Saharan countries. Like Tanzania, DR Congo, Ivory Coast etc. etc. If I was in charge, I would make a Bond film set entirely in Africa! (It would be a movie inspired by the great 'Blood Diamond'.) :bz
How about:
Chitose-Lake Shikotsu Ice Festival, celebrating winter on Hokkaido
This way we get a return to Japan (which is long overdue IMO), and some snow to boot- not to mention some unique, memorable and colourful scenery. Maybe Bond could be following someone through it's structures and tunnels like a maze- a snowy version of the pyramids scene in TSWLM.
