That s not gonna happen.
Bond has to intervene and stop Elba's diabolical scheme to brainwash the world into thinking he is the solution to any conceivable problem.
Picture a scenario where the villain has already succeeded in his goal of world domination. The story begins after Bond, MI6, and all other world powers have failed to stop him. He rules as supreme leader of the world, and Bond, along with what remains of MI6 (now a rogue, under-ground organization) fights to topple the new world order. Might make a great Bond video-game.
You know, that's a really neat idea I'd never thought of before! :)
I think Dr. No may have scared that lot off for good!

Personally I'd like to see Bond v the Vatican. A far more dubious society than SPECTRE IMO. EON would never do it though as they'd be scared of 'offending' someone.
Would be hard for him to trace them all over the world if he only has his Aston to use.
For which see Markus Bismaquer in John Gardner's second Bond continuation novel For Special Services (1982). Drugged ice cream is even a plot point!
