I have posted an excerpt of a rare movie starring Roger Moore.
It's a decent film set in Canada.

I watched this last night and I have to say, I didn't see Roger Moore once.

There are various films with this title.
I believe the one in question stars Luke Perry and Roger Moore.
    Released in 2001

I know I meant this clip I watched and I was sad and disapponted because Roger didn't show up in it.

I'd save your money mate. This has all the hallmarks of one of a straight to video film they show on Channel 5 at 1 in the morning, symptomatic of Roger's post Bond work sadly but who can begrudge him just picking up the paycheck in his retirement? Gstaad cant be cheap!

Also starring Olivia d'Abo, Maryam's cousin, and someone else who has made a career on the straight to video circuit.

Is Roger doing an American accent?

Yep! Although, less convincing than what it was during his Saint days. In the second season of that show, in a few episodes, he spoke with a very convincing Southern/Texan accent.
