I suppose that accurately describes my feeling about Koskov; he's a little under that "mostly there" mark. I enjoy a good bit of his dialogue and definitely enjoy his scheme, but he's not incredibly threatening. Then again, he's supposed to be that kind of Bond villain- a manipulator whose threat is in his hired help and his string-pulling tactics.
