It is indeed from GF and you are very close to guessing the right scene... extremely close, even.
Nope, it's before that scene and just prior to the one you first mentioned.
It does involve Goldfinger, though.
You're not quite there but I'm going to give it to you all the same. Kisch is the one activating the gas while Goldfinger is about to send Solo on his way.
My picture features Kisch informing his boss that his soon to be deceased mob associates are waiting for him.
I'm not talented in creating those frames and happy when the first ready with a new quarter frame takes the lead.
I can't believe I'd never noticed him before, but I guess one's eye is always drawn to either Bond or the surprised couple watching him. The dog topiary outside the Guggenheim Museum is by artist Jeff Koon and is still there; it changes colour and decoration often and has its own article here:
