The PTS (especially the Bank scene) seems to be an obvious favourite.
Good that you mention the torture @jake24. Some probably don't like it because of Brosnan's famous "pain face"...but it is easily a stand-out moment of TWINE for me (Zukovsky's death included).

I agree that this was a great moment. Zukovsky has always been a favourite amongst the Bond allies. He and Bond have their animosities but I always felt some mutual respect too. I like it that Zukovsky helps to save the day.
From Bond's arrival in Kazakhstan to the explosive escape from the bunker, this mid-film set piece perfectly captures what I love most about TWINE. It's got humor, suspense, action, Bond doing death-defying things in a stylish way—everything you look for in a good Bondian action sequence. I love the cheeky repartee between Bond and Christmas ("I don't know any doctor jokes," "I studied at Oxford"). I love the suspense as Bond descends into the bunker and discovers Renard and his men stealing the bomb. I love Bond's near execution of Renard and the standoff with the Russian army, the shootout and the grapple watch, racing through the sealing blast doors and narrowly escaping Renard's elevator bomb. And of course to top it all off, there's the greatest (well, one of the greatest) "Bond...James Bond" deliveries of all with Bond and Christmas's rapid ascent to the top of the silo.
2. Banker's office in Bilbao
One of Brosnan's coolest scenes from start to finish. He takes out Lachaise's bodyguards with arresting efficiency, then breaks the fourth wall with one of Bond's coldest glares. The stealthy knifing of Lachaise and flight of Cucinotta's "Cigar Girl" immediately plunge the film in mystery, but the action continues briskly with Bond MacGyvering his way out the upper-story office with the window shade pull cord and the unwilling assistance of one of the felled guards. Arnold plays the Bond theme to the hilt as Bond abseils to safety. This briefest of intros would have been enough to start any Bond film off right, but of course the next entry on my top 5 would take things to another level entirely and cement TWINE's PTS as one of the series' greatest.
3. The Thames chase
So many cool and novel ideas are packed into this one opening chase, beginning with the segue from Bilbao straight to MI6 and the briefing with M, sans titles. The idea of MI6 being attacked from within would become old hat over the next five films, but here the concept was new and exciting. The Thames chase also finds Bond attempting to operate a Q-boat that's still under development, and his fall onto the Millennium Dome sets up another series first: a significant injury that would accompany Bond throughout the rest of the film. And as @goldenswissroyale pointed out, blasting through a dockside restaurant, interrupting diners chowing on breadsticks with horn blaring, was a fun throwback to the silly asides of Moore-era chase sequences.
4. Torture chair and death of Elektra
Apart from getting roughed up by thugs here and there, this is the first time we really get to see Bond tortured on film. Fleming no doubt would have applauded the scene's twisted blend of pain and pleasure: the villainess sadistically straddling the captured hero as a brass rod slowly crushes his spine. There truly is no way out for 007 this time, until Zukovsky shows up to trade his life for Bond's own. Apted states in the commentary that they waited on pins and needles to see if Bond's cold-blooded shooting of Elektra would pass the test audience as they had no alternative fate for the character. It's a damn good thing no one spoke out against it as it's one of the film's defining moments.
5. Caviar factory
Simply one of the most purely fun action sequences of the series. It's funny to think of the scene this way—what with killer buzzsaws dangling from helicopters, the Rolls plunging into the Caspian, and Bond's BMW sawn in two—but there's almost a kind of artistry to the way the action flows here: the way explosions set off like timed fireworks behind Bond before he leaps from the walkway or how he pops up through a trapdoor, taking out one thug, only to swiftly gun down another, and all perfectly complimented by Arnold's rambunctious techno-powered music. Ultimately the Bond films are about having a good time, and this set piece delivers that much and then some in great spinning spades.
Other highlights (in addition to those I've pointed out earlier):
The look Bond gives when the parahawk goes over the cliff then opens its parachute and carries on (I remember the audience roaring in laughter in theaters at this one), and Bond swimming up the side of the sub then panicking as he waits for Christmas to let him back in.
You mention a breaking of the fourth wall in the PTS, part 1. I've never realized that. Is this only your feeling or was this also discussed by other fans in other threads? Interesting.
And Bond's look when the parahawk opens the next parachute is definitely gold.
2. The boat chase, especially because of the fun, the locations I visited (like the corner where the policemen were standing) and even more because of the perfect way to end the PTS (with Bond falling on the dome and grabbing sone wires).
3. Bank scene
4. The joke where R and the others discover Bond on the screen of their laptop and suddenly another body appears and it gets red. Great throwback to funny end jokes of the Moore era.
5. Bond...James Bond (Great visuals with Christmas and a final explosion to end the bunker scene).
Well, I probably shouldn't have said "fourth wall breaking" because I don't know that it was actually intended to break the fourth wall the way Lazenby smiling at the audience and saying "This never happened to the other fella" was meant to. I just mean the part where Brosnan looks directly at the camera. It was a cool stylistic choice, but I don't think it was actually intended as a way of breaking the fourth wall.

If I may comment late having missed the discussion, I do enjoy the Brozza films, and there's plenty that I like in TWINE. Off the top of my head, I think my top 5 would be something like this:

3. caviar chaos - Valentin turns the lid nailed to the door: "Is nothing in this place straight?"
4. tower of torture: "I never miss."
5. Bond swims outside the submarine towards the hatch: "f..."

I get goosebumps whenever I watch that bit. Goosebumps, every single time.

It is shame a lot times in quize on tv there almoost never talking about we have all time world from Armstrong but only that other song from him. He and John Barry lifted the movie with there music. I think it is Barry his best 60's Bond movie music and my second favotite and sometimes his best together with TLD, based on the moment.
