My second favourite, OP, I would have hoped to end up higher though.
On the other hand I'm glad not to see TMWTGG in last place, considering its popularity I suppose that's as much as you can hope for.
films in the Bottom part of the list have ( just my opinion ) two of the Best villains
of the Moore tenure. ( TMWTGG & AVTAK )
While I’m not shocked that it came down to TSWLM and FYEO, I am a little surprised that FYEO took home the prize so convincingly – especially since TSWLM tends to be considered Moore’s best film. Also, given that FRWL won in the Connery elimination round, it is interesting that the film sometime called “Roger Moore’s FRWL” emerged victorious here. A trend?
In any case, one actress is unhappy….

@George_Kaplan I think it's because in its time(1981) it was the first Bond film since OHMSS that tried to be faithful to its Fleming literary source material. I think if EON had made 5 faithful to Fleming film adaptations in the 1970s I don't think FYEO would rank as highly as it does.
With its absence of a John Barry score, a basically platonic relationship between its hero and leading lady, an underwhelming climax and its more ordinary criminal villain(as opposed to the usual megalomaniac mastermind that they kill of in the pre-title sequence) FYEO plays more for me like the best episode of The Saint rather than one of the best Bond films. Those elements got restored in OP which I find it a lot more fun.
That being said, I strongly contend that if FYEO had a Barry score it would be unquestionably the best. Further, I do believe that Octopussy had the most potential to be the best.... (you could literally trim/edit your way to a top tier Bond film).
Regardless I had a great time in this elimination game!
