No, that was Detlef Bothe. He isn't in NTTD. There's a thing with bald SPECTRE guys, though..
One of the SPECTRE people - the Asian man with the long grey hair - in NTTD is played by Clem So, who also appeared in Skyfall (apparently in the Macau casino) and in SPECTRE (at the meeting) and whose brother, Tom So, played Fukutu, one of the players in the poker game in Casino Royale. I think it is unclear whether Clem is also supposed to portray Fukutu. He isn't credited as such.
I assumed that Safin had already taken back control of Poison Island sometime between the Matera scene and the lab infiltration. So I don't think it was just before killing Blofeld because of the tight timeframe. Although we can see Safin's workers decorating the place so the argument can be made that it was extremely recent that he moved in. Those before/after satellite images M is shown might also support that theory. Although when Madeleine was showing Bond the island on her father's map does she not say that it's Safin's again? But how would she know is the other question.
She doesn't say it. Bond does when he's taking the picture of the island. Something along the lines of Safin took it back after Blofeld took it from him. But he's just assuming correctly himself at that point.
- In the house in Norway at the beginning
- As Bond drives past Nomi for the first time, which we hear bleed into the soundtrack for just a few moments
- In the club in Jamaica
- In Cuba when Bond first arrives and meets Paloma
As well as what the children's TV program is that makes an appearance during the return to Norway? I know these have all been discussed on the forums before, but between the shoddy search function and Google not being helpful at all, I can't find any of it.
Dalida's 'Dans la ville endormie':
You can find the lyrics in English but it's very much in the spirit of the film. And as the style of the video makes clear, it might have been a Bond theme tune itself ...

Many of the tracks are collected on this YouTube list.

Some of the entertaining inclusions for me below.
“Incacho (Royal Anthem)” - Yma Sumac, Moisés Vivanco and his Peruvians (Meises Vivance), 1954.
Cumbia de Buenaventura” - La Sonora Matancera (Emilio Jury Mova), 1965.
“La Mulata Rumbera” - Cuban Jazz Legends feat. Peruchin Nieto, Tata Güines, Changuito (Ale Janero Rodriguez & Sunshine), 2010.
“Dónde estabas tú?” - Ernestro Duarte Brito, 1951.

But the Craig ones are also definitely aren't fantasy either, more a kind of a heightened version of reality.
Later adapted into english under the title "My Year is a Day" by Les Irrésistibles :
Loads of detail about our good friend Lyutsifer and the death of his family.
Apparently his family was very independently wealthy and he inherited all of it. To me, it seems a bit strange that SPECTRE would take their island but not the pharmaceutical empire that is the basis of their wealth. Also, it is a bit of a shame that the villain is a billionaire industrialist, but we never get a scene with him in that milieu. I guess the spot for such scenes was taken up by Blofeld's birthday party.
There is also mention of them dying of botulism. Up until now, I thought they were killed with a dioxin-based poison, which explains Safin's scars. Botulinum toxin doesn't cause anything like this, as far as I know. Possibly, Gostan used a combination of poisons in his recipe. There is mention of Mr. White giving them "their own recipe", I think. It could also be, of course, that Dr. Zorin (lol) just said it was botulism to make it seem less nefarious and give a cause of death that is more easily explained by bad food preparation. The part about "vegetative origin" seems like a hint towards the garden though..
Edit: I am trying to read something into the last paragraph, but I can't really find anything. The only possible connection I can come up with is that Safin might have found Valdo through his companies' involvements in "state-sponsored biological weapons programs" and then fed him into MI6, but that's about it.
Perhaps that's SPECTRE covering their tracks. The movie makes it clear that they died because of dioxine...
The film really needed to be much longer, haha ...
... to develop what was going on with Safin, especially on Poison Island and in relation to Madeleine. (One of my few substantial criticisms of the film.)
But of course that was never going to happen ....
A. It's on track to be the #1 or #2 non-Chinese release of 2021.
B. MGM just got bought out by Amazon. Think about that for a second.
And I don't think they will get a very well known, currently hugely popular star to be the next Bond. Also is the not the "last of an era" (expectations of being truly spectacular, more than usual even; icing on the cake, so to speak).
But I expect a reasonably high budget for production value, yes.
Overall, NTTD has performed globally during a pandemic in a stellar way.
They will want to pare down costs for the next one, but judiciously.
Maybe less expensive locations and certainly lesser paid star. New MI6 crew probably means no more Fienes either.
But I don't want director or cinematography skimped. I actually want Cary and Linus back in those roles, and they deserve a raise. So it will have to balance out somehow.
They are here to stay.
I'm definitely the exact opposite here. The return of any of the current Whitehall Brigade would cast a long, Craig Bond shaped shadow over future productions. If it were the old days where their scenes were early in the film and one-and-done, I might agree with you. These iterations of the characters are far too intertwined with Craig's Bond, IMO, for them to reappear.
This is exactly how I feel. Seeing the same actors bid an emotional farewell to Bond, only to greet him like nothing happened in the next one would be quite bizarre.
It will end up at #2 only because of Spider-Man.
They won't greet the new Bond like nothing happened. They will give him hell for it, like audiences will.
Give him hell for what? Dying?
EDIT: Ah, just read some of your previous comments, you don't think he died.
Agreed on Cary and Linus though I still have a soft spot for Campbell when it comes to introducing new Bond actors. The less the known an actor is the better, that way they just become Bond. Also agree, though I like them all, that we have seen the last of the MI6 staff. Personally I'd love to see them go back to Bond getting his assignment and is then pretty much done with the staff at HQ. I think it will be interesting to see just how long they take to get the next film up and running.
Blasphemy? Appropriate?
It’s as if they took the core ideas from this story and blossomed them. Too different from the earlier film to share the title?
