At least bond is serious, keeps his feet on the ground, and no embarrassing return of a henchman. Joseph Wiseman makes for a very good adversary too, and it has the lovely and exciting Andress instead of a cardboard, banal, Chiles as main Bond lady
There's more action in Moonraker and that it keeps the interest but that's not everything in a Bond film, therefore I went with Doctor No
Action: Moonraker, no question there!
Locations: Moonraker, no doubt
Music: Once again, Moonraker
Villains: Dr. No- the title villain is better than Drax, and I'll take Professor Dent over the ruined Jaws anyday
Girls: Dr. No, for sure- Honey, Sylvia, and Taro beat the others
Gadgets: Moonraker, though it's not exactly an even match here
Fun Factor: Obviously Moonraker!
Nostalgia: Dr. No, I bought it before Moonraker and watched it many more times
Moonraker takes this hand with 5 categories to Dr. No's four. Though both are below my Top 15 line, I still have found Moonraker to be better than Dr. No in recent viewings. However, both are very close, as shown below.

H.G. Wells himself would scoff at MR.
Codeword for let's try to make a lot of $$$ by cashing off of Star Wars. Way to be original.
Anyway, I love both films competing this round but I'm casting my vote for the highly underrated Moonraker.
Moonraker is quite a production, and, regardless of its merits as a Bond movie, it is a remarkable achievement on many levels (the Academy Award nomination is testament to the special effects).
All that being said, I can't possibly vote against Dr No
