I should add that, all that great action was held together by a realistic story that the director (John Glen) never lost site of.. this being what make FYEO one of the very best Bond movies in the entire series. It's major problems are:

The miscasting of Moore as Bond in a movies that was, basically, a reboot of the series.
Some silly moments and plot faults.
    An out-of-place pre-credit set piece.

Still, again, one of the best, for sure.

    Wheres that facepalm gif?

Simple for me, I list the films with two or more really good action/stunt sequences and then compare:

PTS + Bond vs Oddjob + private jet end stunt GF
Underwater battle + Bond showdown on Disco Volante TB
Plane stunt Helga Brandt + Little nellie + final battle YOLT
Bond escape from Piz Gloria + Blofeld final chase OHMSS
PTS + underwater Lotus + final battle TSWLM
PTS + Venice glass fight MR
PTS + Ski chase + showdown FYEO
PTS + final car/train/plane chase OP
PTS + Golden gate showdown AVTAK
PTS + defection scene + safe house action + Hercules Necros fight + C-130 ‘Jeep escape’ TLD
    PTS + Wavecrest escape LTK
PTS + tank chase + final dish fight GE
PTS + sinking Devonshire + Hamburg car park chase TND
    PTS + pipeline scene TWINE
PTS + hotel fight + Aston martin stunt CR
PTS + speedboat chase + aerial stunts QoS

So I'd say TLD wins this hands down.

Generally, YOLT - MR - FYEO - OP - TLD - TND and QoS are the ones you'll find 'the most' action orientated.

DN & FRWL are great but not for 'action' really, DAF, LALD & TMWTGG just don't do it for me at all despite a few decent scenes here and there and SF only has one good action piece (007 vs Patrice in Shanghai)

@OHMSS69 - OP were in part inspired by Raiders, which was inspired by the Bond films. Circle of Life, hey. ;-)

    60's; Majesty's
    70's; Spy
80's; hmm, I guess I'll go with LTK. The Wavekrest escape being a particular highlight.
    Brozz: TND
    Craig: CR

The wavekrest escape, including the scuba bit, skiing, & take-over of the plane, is one my favorite set pieces of all Bond films -- & incredibly well integrated into the story.
