No, it has always been Moore era characters, so it is likely it still is. That last sentence is like a helper, motivating us to go on through the coming frustration when we name every character in the franchise to solve this; to no avail of course.

Unbelievably that is the right answer
The character in question was the Paris Taxi driver (Head of Taxis) who Bond surprises during a lunch break. The actor's name was Lucien Jerome
There was some references to France made, particularly Paris, that maybe gave it away a little sooner than intended, but you have to give credit to a right answer
So, pity really it went a little sooner than expected, but @SirSeanIsBond was correct and is up next for his turn
Wow, I’m proud of myself, picking apart one of @Baltimore_007’s questions so quickly. Honestly the cue about my employers not believing what happened made me think first of Zukofski in TWINE, and then of the taxi in the chase in AVTAK. From there all the other clues just seemed to click so I knew I had it.
This is my first time doing this so it may be difficult for me to give additional clues without giving it away but I’ll do my best. I think I have a good one here.
