And by Country I was thinking that he/she sees distinguished members of the Government on a daily basis, the people who run the country (such as the PM and the Minister of Defence), thus "a country". Tenuous, but a guess as good as any.
The M in Skyfall, CR and QoS is called Olivia Mansfield, I believe, and the M in the Brosnan era is Mawdsley.
