Not him.
If you take it literally, it's a slang term for a partner - i.e. someone you might marry.
Anyway, today I shall guess:
Valentin?
1. Our asylums are full of people who think they're a spy like me.
2. I provided some nice ham.
3. My name has recently been released.
4. I had an agreement to marry my squeeze. Til death do us part?
5. I made a decision that befits my name, like Roald Dahl when he wasn't writing for children.
1. she is a Japanese spy
2. When Bond had to "marry" a Japanese girl, she and Bond (her partner) wanted to marry, but Tiger refused and said that he should "marry" Kissy. Aki died in the middle of the story.
3. Roald Dahl wrote the script for YOLT. First Aki was named Kissy and the other way round. But then they decided to change the names.
Some very good thinking there, but I'm afraid not correct.
But I have no idea how #4 would fit that ...

6. Without my assistance there would never have been a famous scene in Bond history... even though I wasn't in it.
Incorrect guesses:
Admiral Farrell
Aki
Blofeld
Della Leiter
FRWL pre-title sequence Bond impersonator
James Bond
Kissy Suzuki
Koskov
Lisl von Schlaf
Max Zorin
Moneypenny
Ouromov
Red Grant
Silva
Tracy
Valentin Zukovsky
I so think this is wrong, and #3 does not fit at all; but here I go:
Felix Leiter in LTK?
Not any form of Felix.

PS: Number 3 is a massive clue, I really thought you'd solve it from that alone. It's more obvious than you think!
Correct, it's not Irma Bunt.
This is just difficult for me. I am drawing blanks. No idea.
OK, I'll guess anyway: Xenia?
Not Xenia Onatopp.
