    @Tokoloshe has it!! It is indeed the Chief of Police in CR. I figured your efforts would pay off.

    Clues:
    1.) You've seen me before, but it's not what you think.
    - Michael G. Wilson has had cameos in numerous Bond films, so you've seen him before, but not his character.
    2.) In a way, I'm a lot like James Bond.
    - In the short time we see him, he is dressed nice, eating at a nice restaurant, and lounging with women. That's James Bond to a T.
    3.) Who knew something so common would cause troubles for me?
    - Photoshop is very common and is what leads to his arrest.
    4.) I don't care for interruptions, especially at a time like this...
    - He is enjoying the weather, the food, and the women, who would want to be interrupted at a time like that?
    5.) ...but you needn't worry, I'll take care of it myself.
    - He accepts his arrest, and waves off the officers, leading himself to the car unshackled.
    6.) Just because I lost doesn't mean you've won.
    - Mathis and Bond still have a lot of henchmen - including Le Chiffre and Mr. White - to get through.
    7.) Is it November?
    - No-shave November, and the Chief of Police has a pretty thick moustache.
    8.) I went from a big problem to zero concern in a matter of minutes.
    - Just as soon as he is brought to our attention, he is defeated.

    - Bond doesn't do a single thing and already has a friend of Le Chiffre's eliminated.

    - You first hear the police sirens before you see the cops swarm and arrest him.
    13.) I lack subtlety.
    - Mathis says "He is not a very subtle man."
    14.) You might have stopped me, but you'll get what's coming to you...eventually.
    - Mathis is the one responsible for his capture, and he dies in QoS.
    15.) It's good you have connections. You were sitting close and had no idea who I was or what I was capable of.
    - Bond never would've known about the Chief of Police if Mathis didn't give him the heads up.
    16.) I may have been on your side, if you had more money.
    - Mathis states that they didn't have enough money to bribe him, so the next best course of action was framing him.
    17.) If you were good enough to pull off what you did twice, you may still be alive.
    - Mathis manages to use Photoshop to take down the Chief of Police. If he used the same skills on the General in QoS (and managed to figure out that he was disloyal), it may have stopped his death by the corrupt policemen.
    18.) I'll be back, but like Clue #1, it's not what you think.
    - Michael G. Wilson returns in QoS and SF.
    19.) Sure, you stopped me, but at least I'm still alive.
    - He gets arrested, not killed.
    20.) I suppose I can look on the bright side: I'm still rich!
    - He still has the money paid to him by Le Chiffre.
    21.) Wait...what's my first name?...
    - His character doesn't have a name, merely the 'Chief of Police.'
    22.) Given my looks and my companions, I obviously have money to burn.
    - A man not as handsome or sexy as him surely has money to get those two women to dine with him.

    Congratulations once again. This was a fun round, albeit not as active as I had hoped. I'm actually surprised I managed to create 22 questions out of a character we don't see that much. Apologies for the broadness of them, it was the best I could do. Over to you!

    Someone actually guessed MGW in the beginning, all I said was that was an actor, not a character. They were so close! Thank you, and it was @Tokoloshe who won, not @Thunderfinger. :-)
