The character was Trukhin played by Carl McCrystal
Thanks to everyone for sticking through this one. I apologize if my clues were somewhat vague, but it is extremely tough to get many good clues without giving it away easily.
Trukhin's scenes:
1st appearance: 54:55 walking through the woods. Meets Bond, boards aircraft, gives bond instructions, drives Bond to nuclear site.
Last Appearance: Around 01:07:30 where Trukhin is driving Renard and the bomb in the getaway sequence. It's implied he's on the plane at 01:08:36 as well.
Here's my explanations of the clues.
Trukhin
1. I have nerves of steel
(Large, loud explosions don't even phase me When I am driving Bond to meet Colonel Akakievich)
2. I have to adhere to a strict schedule.
(I must deliver the crew to Kazakstan on time.)
3. I'm really a no nonsense type of person, with plenty of discipline and order.
(Trukhin is very militaristic and rigid.)
4. It's important to follow my directions
(He tells Bond to wear the uniform and ID)
5. Everything seems fine by me, but I really have no clue.
(Trukhin meets a contact(Bond) at the rendezvous. He inquires about Davidov, but accepts Bonds answer without question)
6. I really only ask one question.
(I ask Bond, Where is Davidov?)
7. I guess I'm sorta like a UPS driver, but not in the way you would think.
(I deliver Bond and other people by airplane and then by jeep and pickup Renard and the bomb for his escape.)
8. Sometimes when I look around, I feel like I'm looking in the mirror.
(Everyone on the plane looks very similar to Trukhin, bald heads, blue suits.)
9. Even though I saw the light, I was truly in the dark.
(I walked through the dark forest with my flashlight to meet Davidov, but I was in the dark about what really happened to Davidov.)
10. It just wasn't what I expected it to be.
(I expected to pickup Davidov, but someone else was there instead.)
11. It's unclear what happened to me after I completed my assigned task.
(I was assigned to deliver Davidov(Bond) to Kazakstan. After he escapes with Renard we don't see Trukhin anymore.)
12. I know I seem to be upset, but at times my frown just comes naturally.
(Trukhin displays multiple frowny angry faces throughout his quick scenes even though he's not all that upset.)
13. All in all, I give five verbal orders and one non-verbal order to be followed.
(Trukhin tells Bond, "Let's Go, Get Your Stuff, Come on Let's get out of here, Get ready, Make sure you wear the ID." and he nods for Bond to talk to the Colonel.)
14. My hearing might need to be tested.
(Bond fires 2 loud, non-silenced shots only seconds before Trukhin shows up with no question at all. The german shepards are also barking like crazy. I'm sure a small amount of distance and time is supposed to be assumed, but the more I watch it the more unbelievable it became ;) The more I have watched it, I believe Trukhin was still in the plane taxiing up when the shots were fired. )
15. Warning sirens don't seem to bother me much either. I'm used to it.
(Sirens are going off while Trukhin is driving the jeep near explosions going off.)
16. I drop-off and I pick-up in a very short time span.
(I drop-off Bond and pick-up Renard quickly.)
17. Emotionally I am a lot like my boss.
(I show little emotion or feeling just like Renard.)
18. I use multiple modes of transportation.
(I travel by airplane to pick-up Davidov(Bond), and then I travel by Jeep.)
19. I'm swimming in a sea of blue.
(It seems most everyone I work with is wearing a blue uniform.)
20. I was involved in a drive-by.
(I drove while Renard did the shooting.)
21. My crew seems to be much more relaxed than I am.
(Trukhin's crew celebrates receiving new tennis shoes and they smoke cigarettes casually while on the flight.)
22. My job brings me in and around dangerous situations.
(Trukhin is around nuclear waste and hazardous sites with explosions.)
23. I guess you could say I leave a bit of a paper trail if you look very closely.
(Papers are flying all over While Trukhin is driving and Renard is shooting in the escape scene. Don't blink or you will miss it!)
24. My real-life experience in the military helps me play this character with conviction.
(Carl McCrystal served 5 years in the British Army.)
25. I bring two volatile things with me in my last scene.
(I bring Renard and the nuclear bomb in the jeep as we escape.)
26. Air travel is necessary for where I'm going and what I'm doing.
(I must travel by air to quickly access remote sites and escape fast.)
27. Clean up is involved, but I'm not the one cleaning.
(Trukhin is near the nuclear site that is being cleaned up, but he has nothing to do with the process.)
28. I rely on my skills and strengths rather than my looks.
(Trukhin isn't the best looking guy, but he's damn strong and somewhat skilled.)
29. I overlooked something important that was trashed.
(Davidov's body was in the dumpster nearby when I went to the pickup site.)
30. My time on screen just was not enough. I could have had another scene.
(This was a clue to get you thinking of The World Is Not Enough. I would have liked another scene with Trukhin. I think his character was kind of wasted.)
31. Although you don't see me smoking, you can see my crew smokes quite often.
(You don't see Trukhin smoking, but you do see his crew smoking outside the aircraft and during the flight.)
32. Death and pain are all around me during my brief time on screen.
(Davidov is killed before I show up, multiple people die at the nuclear site, and Brosnan gives his trademark pain face when Renard grabs his hurt shoulder.)
33. Viewed on a Bond Movie Timeline, my place would exist in the most recent half.
(Referencing TWINE's position on a Bond timeline.)
34. As an actor I can pass for other nationalities, but I hail from Britian.
(Carl McCrystal is British, but can play other nationalities with his unique look.)
35. Something was extracted that actually ended up helping me.
(Bond removed the GPS locator card that prevented MI6 from tracking the bomb.)
36. My crew pays close attention to objects brought onboard, but I don't really notice.
(The crew delights over the tennis shoes brought onboard the plane in a duffel bag, but Trukhin doesn't seem to notice at all.)
37. I ride up front in both modes of transportation I'm seen in, but I only operate one myself.
(Trukhin rides in the cockpit on the plane but doesn't pilot it. He does drive the jeep though.)
and thanks, @Ed83, it was a real challenge!
Give me a moment and I'll come up with something...
1. I'm talked about a lot more than I'm seen.
2. Chronologically I'm three of four.
Saida?
