Ok, I think I see what your saying about not ruling out those characters that aren't clearly credited(named) or have a non-vocal part. This would definitely make it more difficult. I didn't want to be accused of foul play or making it too terribly difficult.
Please remember a spoken part can be something very very minor and hard to catch unless you are paying extremely close attention.
Added Clues #23 and 24.
The character is from one of the official 23 films and has a speaking part with a clear presence on screen. It is also a named character.
1. I put others in danger, but in doing so I'm at risk as well.
2. I'm seen waiting patiently for someone important to show up.
3. You could say I'm in fairly decent shape.
4. Some might call me crazy.
5. I hide momentarily the second time you see me.
6. My pleasure comes from others pain.
7. My weapon of choice is kept in a very odd place.
8. I'm quite out in the open with my attacks.
9. I choose the same exact weapon twice.
10. I can be spotted in the middle of a large group.
11. I would consider myself somewhat entertaining.
12. I share many similarities with a spider.
13. I occasionally flash a smile or two.
14. Most people would never attempt to wear what I am wearing.
15. I am not the least bit shy.
16. You can see red and white near me.
17. The place I am located would be extremely spooky on a dark night.
18. I might share some similarities with a Native American.
19. You must admit that I do have some moves.
20. I communicate a message to a group.
21. I really only kill one person, but I was so close to killing two.

Oh blast! I kept thinking of that character but didn't believe he had a name. You're almost certainly right - everything fits.
Thanks for staying the course on this one. I really enjoy this game a lot and I hope I don't frustrate anyone too bad with my very vague clues ;) !!
Here's the clues and what they are referring too.
1. I put others in danger, but in doing so I'm at risk as well.
(I hold a poisonous snake inches in front of another person's face, but the snake could bite me as well.)
2. I'm seen waiting patiently for someone important to show up.
(I await Baron Samedi's entry from underground.)
3. You could say I'm in fairly decent shape.
(Dambala is a dancer and physically in good condition.)
4. Some might call me crazy.
(Dambala could be called crazy for handling snakes and the way his face looks during his scenes.)
5. I hide momentarily the second time you see me.
(I hide behind a gravestone for a split second.)
6. My pleasure comes from others pain.
(Dambala obviously enjoys torturing his victims before allowing the snake to bite them.)
7. My weapon of choice is kept in a very odd place.
(The snakes I use to kill others are kept in a coffin.)
8. I'm quite out in the open with my attacks.
(I kill others in front of a large group of people.)
9. I choose the same exact weapon twice.
(I select a yellow and green snake twice.)

(Group of local islanders at the ritualistic killing of Baines, and attempted killing of Solitaire.)

(My dancing, snake handeling, and tribal dress are really unique.)

(I wear a headdress and tribal dress. Also I most likely believe in spirits and am in tune with nature.)

(Dambala dances all over the place.)

(I yell "Abo Booooooo!" to the group and they began to recite a chant.)

(He kills Baines with the snake and almost kills Solitaire before Bond rescues her.)

(There are tons of snakes in the coffin that Dambala opens.)

(Everyone is in whites, but I'm in a headdress and thong)

(Gunshots, sword fight, poppy fields getting blown up.)
25. I'm really not very frightening, but my weapon can be.
(Dambala by himself isn't very scary, but with that poisonous snake he's pretty creepy.)
26. At one point, I appear to be flying backwards.
(Dambala flies backward when Bond shoots him in the head.)
