    Francisco the Fearless from OP?
It could have made for an interesting alternate title to TMWTGG.

I thought of him early on, but I didn't hit on the "Scaramanga" connection and dropped it. Good call. You may have it.

Dammit. I was going to guess him, too!

@pachazo strikes again! The answer is indeed Francisco The Fearless from Octopussy.

    1. Mop Head and The Don would have a field day with me around...

Nicknames for Alan Sugar and Donald Trump respectively. You're fired... You're fired... You're fired...

    2. ... whereas my nickname should really be Captain Oblivious.

He has no idea of the nuclear bomb underneath him or the attempt to defuse it. My next clue was going to be Stacey's quote "Do you know what I'm sitting on?!!".

    3. Much like Jacques Bouvar, I usually try to go unnoticed but here I'm the focus of the crowd's attention.

Jacques Bouvar and Francisco The Fearless are both played by long-time Bond stunt men (Bob Simmons and Richard Graydon respectively), who normally try to remain unseen but their characters are the focus of attention in both cases.

    4. My name could have been the title of a different Bond film.

As pointed out, he shares his first name with Scaramanga.

    5. I fall in head over heels and require a quick exit.

... when being fired from a cannon.

Back to my nemesis @pachazo once more :)

That is so amusing. I also was going to guess him, a couple of days ago, and decided for whatever reason not to. So that made several of us pondering dear Francisco.
Congratulations, @pachazo! :) Well done, and I look forward to the next round with you.

    Thank you everyone.
I do believe it's time to start another round.
This is a named and speaking character from an EON film.

    1) I certainly have options when it comes to communication.
    2) My request was denied but I wasn't offended by it.

    2) My request was denied but I wasn't offended by it.
    3) I'm probably not going to bet it all on red.

Is "offense to it" meant to be "take offence at it"?

Yes. I suppose that's like the license/licence thing. I'll edit the clue to make it less confusing.
