Raphael was played by Terence Mountain. You might say that he was a Mountain Man. That one was devious, I know.

He's in the helicopter when Draco is lying about being on a Mercy Flight.
3) It should come as no surprise that we are both familiar with the element of surprise.
Raphael and Bond both surprise each other a few times during the film. They were good at sneaking up on Bond but he would quickly counterattack with a surprise move.
4) This magic moment.
This one has a dual meaning. First, Raphael was present at the wedding. Secondly, in the car, Bond says it's a mystery tour. A "Magical" Mystery Tour.
5) As far as orders go, it's really a give and take type of situation.
We see him giving orders to Bond and taking them from his boss, Draco.
6) I almost made the ultimate sacrifice.
He almost died (drowned by Bond) protecting Tracy in the PTS.
7) You gotta keep 'em separated.
In the PTS, after they have gotten the jump on Bond. Raphael leads Bond to the boat and the other man takes Tracy in the other direction.
8) Access denied!
In the hallway, Bond attacks Raphael and the others and darts into Draco's office. He locks the door so they can't get in.
9) It was the best of times, it was the worst of times.
The wedding and Tracy's murder.

They traded places with each other on the beach. Raphael made Bond lay in the boat so he could shoot him. However, after a lengthy fight, it is Raphael who ends up in that spot with the boat falling on top of him!

In the warehouse, he pushes Bond towards Draco's office.
12) In the future, I will switch sides and end up working for the man I tried to kill.
Two years later, Terence Mountain played a SPECTRE henchman in DAF!

Raphael was escorting Tracy to the helicopter when she wanted to go back and help James. She thought she had a choice in the matter but her father soon proved otherwise.
Well done @Birdleson! I had a couple of other clues lined up, but nothing spectacular. So I'm okay with how this ended. I'm sorry for the delay in posting the answers. The floor is yours. I (we) look forward to what you come up with next.
