Who? It's a named character.
His name is 'Shaun Campbell.' I actually didn't know this until someone guessed him and I looked him up, only ever knew him as 'Campbell.'
I knew it wouldn't last long after both Kwang and Fallon were guessed.
Clues:
1.) You saw me before you saw me.
- She appears as one of the title sequence silhouettes before we see her amongst the other players in Sanchez's casino.
2.) "Oh! A surprise!"...for everyone!
- Bond attempts to surprise Sanchez by assassinating him, who is then surprised by Loti and the other ninja. After taking him back to the safe house, they are then surprised by Sanchez/Heller, but not before the two soldiers who enter the house are surprised by Loti and killed.
3.) All that work and no reward.
- Her and Kwang spend years undercover, just to fail at the last moment.
4.) That close to success, but I have other plans in store.
- Bond is a split second away from taking out Sanchez, before Loti stops him.
5.) You saw me before you saw me...again?
- Again, she's a background character in the casino with Kwang, before we're finally introduced to her.
6.) Looks like Bond would've been a fan of my work.
- In OHMSS, Bond seems to enjoy the Playboy magazine. The actress who played Loti, Diane Hsu, appeared in Playboy.

- She kills the two soldiers before she is killed herself.
8.) An ally succeeded where a certain villain couldn't.
- Her ally, Kwang, dies via cyanide, something Raoul Silva couldn't manage.

- She's the last person standing between Heller and his men and an unconscious Bond.

- She's skilled with firearms, hand-to-hand combat, and ambushing.

- Kwang dies via cyanide and she doesn't let them take her alive, so Sanchez doesn't find out who they really are.

- Sanchez tells Bond that Isthmus is a "very safe city," which it proves not to be.
13.) Wait...where am I buried?
- She is killed in Isthmus, which isn't a real country/place.
14.) A plan backfired, resulting in the polar opposite outcome.
- Bond is captured so he doesn't mess up their plan; in return, everyone dies except for Bond, who manages to get an "in" with Sanchez and his operation.
15.) This is obviously getting to me.
- She's visibly distraught and upset after her ninja ally is killed.
16.) Looks like someone had bad luck with keeping safe.
- Dalton's Bond is consistently unlucky with safehouses: the Blayden safe house is assaulted in TLD, and the safe house he's taken to is also assaulted by Sanchez/Heller in LTK.
17.) You answered your own question.
- They question how Bond has a signature gun, since it's property of Her Majesty's Government, which is who Bond works for.
18.) We should've acted sooner.
- We see them exit the casino shortly after Bond does; if they had acted then, things might not have gone down the way they did.
Weren't you the one that guessed either Kwang or Fallon? After that, I thought for sure you'd have it, so great work!
Thanks also to you for accepting the answer. I may have guessed Kwang. Looking at your explanations I can say I only matched two or three. Sometimes it's more of a general sense of what the character does, what film they might be in etc. (and a large of dose of luck this time I'm afraid)
