The correct answer is Bill Fairbanks, aka 002, from TMWTGG!
These were not easy clues and @Tokoloshe deserves your congratulations.

Is this the same 002 that we saw in Thunderball, waiting for Bond to arrive at the meeting?
2) Location is essential, but there seems to be some confusion on the matter.
When Bond mentions Fairbanks, Monepenny thought he was referring to the city in Alaska.
3) Names is for tombstones baby! (Both the first and the last.)
A deceased character, with a first and last name.
4) It certainly took them long enough.
It took them five years to confirm that Fairbanks was killed by Scaramanga.
5) Bond also experienced a tragic event around the same time.
Fairbanks was assassinated in 1969. Bond lost his wife that same year.
6) It appears that my successor will carry on my legacy.
In TLD, 002 gets shot in the PTS! Granted, not by real bullets, but he is well on his way to following in Bill's footsteps!

Saida must have been afraid that another romantic interest (Bond) would be killed right in front of her.

Bill and Saida never saw it coming.

The golden bullet, which the police could never find, finally connected Scaramanga to the murder.

Moneypenny says that she misses him.

The golden bullet went through Bill's neck (in and out rather quickly). For Bond, it was a somewhat longer process, going through his digestive system.

The golden bullet was a dumdum bullet, aka an expanding bullet.
13) There are far fewer possible candidates for me, when compared to Bond.
M told Bond that there was an endless list of people that wanted to kill him. Jealous husbands, outraged chefs, humiliated tailors! Bill's list is probably not as long.

Saida took the bullet out of the wall before the police arrived.

Bond thinks that Bill would have loved the fact that Saida never dances without the golden bullet.
I had some other clues, but nothing too impressive. It was a bit of a challenge coming up with clues for a character that doesn't even appear in the film. Not that it wasn't fun.

That was a really interesting choice of character - good round, pachazo!
