@Tokoloshe has it. It's the Paris Police Chief (or whatever rank he is) from a deleted scene in AVTAK! Yes, that's right. A deleted scene. I'm not sure if that's entirely legal. Have we talked about it before? Well, I did post the caveat that there was a trick involved with this one.
1) Good morning.
Bond greets M at the beginning of the scene.
2) It's about to get personal.
The Police Chief presents Bond with his personal effects.
3) I look different now compared to the first time you saw me.
His eyebrows have been burned off.
4) That came from Russia?
Bond says the watch came "From Russia....With Love."
5) I don't have an "inkling" as to how that just happened!
The ink on the paper went up in smoke.
6) A nod to the past and a glimpse into the future.
The garrote watch was the nod to the past. The lighter, which shot its flames very high and burned someone, was used in LTK. Well, not the same exact one, but we can see they already had the idea for it here.
