Well done @jake24 you've cracked it. Satoshi Isagura from TND is the answer. Here's an explanation of those clues...

    1. I am like Heisenberg, the one who knocks. I have no respect for what was agreed in Geneva in the 1920s. Did I commit a crime in the real world? Somebody obviously thinks so.

He is a 'chemical expert' like Walter White (Breaking Bad) and clearly doesn't respect the Geneva Protocol on chemical warfare. He's wanted for the Tokyo subway attack in 1995, which was a real thing: https://en.wikipedia.org/wiki/Tokyo_subway_sarin_attack

    2. I have been to at least two different continents before this film starts.

In addition to Tokyo he's now working with insurgent forces in Zaire.

    3. The fate of my character is unknown. The fate of the person who played me is known.

Did Isagura escape before the missile hit, like Henry Gupta? We'll never know. Sadly however the actor Khan Bonfils died suddenly last year, age just 42.

    4. I don't realise I'm being watched.

MI6 surveillance of the terrorist arms bazaar.

    5. Apart from Bond, we are all totally oblivious to what is about to happen.

    The missile, obviously.

    6. I've been Underground but I'm totally exposed now.

From the subway to the mountains, and easily identified onscreen by MI6.

    7. Two things from this scene will appear again in later Bond films. I'm one of them, the other is a weapon.

Khan Bonfils appears again as one of Silva's henchmen, although no indication of whether this is meant to be Isagura (probably not). The missile launch footage reappears in DAD.

    8. The members of this particular James Bond forum trying to work out who I am is a case of life imitating art.

MI6 Community are trying to establish his identity!

    9. Kronsteen, Draco and Le Chiffre have all had their hands on us.

"White knight, show us the pawns"

    10. My role here is tiny, but I have slightly more to do in the game of this film.

Satoshi Isagura is paid by Elliot Carver to commit another attack and is a boss character in the Tomorrow Never Dies video game.

Well done Jake, over to you!

Thanks a lot, @Tokoloshe! Excellent clues (the capital U in "Underground" lead me to believe that it had something to do with a subway, from which I gathered that it was Isagura). Give me a couple of hours to round up some clues for a new character. Never thought I'd be winning this game twice in a month!

Ok, we're looking for a pair of characters from an EON Bond film.

    Clues:

    1) Now, now. There's plenty enough to go around.

    2) His chauvinism didn’t appear to aggravate us in the slightest

    Incorrect Guesses:

    Bambi/Thumper
    Lt. Hip's Nieces
    Magda/Octopussy Girl
    Shady Tree's Acorns
    Wint/Kidd
    Zora/Vida

Could it be Magda and the other Octopussy Girl that Q "saves" while in the hot air balloon?

Neither. I should rephrase and say that we're looking for a pair.

Zora and Vida are probably too obvious, so let's get them out of the way.

Damn, I had some great clues awaiting. It is indeed Nina and Verushka from TWINE. Nice job, @Creasy47.

    1) Now, now. There's plenty enough to go around.

Zukovsky spoon-fed the two girls some of his beluga caviar.

    2) His chauvinism didn’t appear to aggravate us in the slightest

    "Loose the girls, Valentine."

    "Alright, ladies. Beat it. Scram."

I hadn't even got to whether they wanted to be fed via airplane, racecar, or train. Over to you.

Sorry for the delay. Alright, no tips on this one other than it's an EON character. Good luck!

    Clues:
1.) You came across me so many times, and yet you never saw me.
2.) (Unrelated to Clue #1) You'll run into me once more, but can you see me?
3.) I stop you, you stop me, yet we're both still alive.
4.) I had a perfect shot and didn't act on the opportunity.
5.) Wait, what am I doing here?
6.) It looks like I'm on drugs.

    Incorrect Guesses:
    - Bob Simmons
    - Drinking Tourist
    - General Georgi Koskov
    - Gregory Beam
    - James Bond
    - Jaws' Bald Assistant (MR)
    - Kara Milovy
    - Michael G. Wilson
    - Red Grant

I've been sick since Friday, so I haven't spent a lot of time thinking this one over yet. Just looking at it now, I'm drawing a blank. I'll get back to you. Unless one of the many bright players we have here figures it out before then.
