You know the clues do fit alot of them
Madame LaPorte, played by the beautiful Mitsouko Maryse Guy.

Clues:
1) Do I look like I belong here?
Madame LaPorte played by Mitsouko (French herself, dubbed with a French accent by Catherine Clemence) is French working for Station F. But she’s also ethnically Japanese in 1965 France--visually that can be surprising.
2) I know killing.
She knows Bond’s job. (At least you've been saved the effort of removing him. Colonel Bouvar passed away in his sleep.)
Plus understands OO7’s reaction to the funeral. (You sound disappointed you did not kill him yourself.)
3) In this scene I speak first, then OO7 answers.
It has your initials: JB.
At this moment, rather him than me.
4) I do as I'm told.
Bond: As I said--later. Come on. (He moves her through the door.)
Bond: Get inside. Hurry! (He moves her quickly into the waiting Aston Martin.)
5) I do not kill. She does not.
6) I am not killed. She is not.
7) Some pretty normal activity occurs--though some on the board may object based on principle.
A Catholic funeral is in motion. Some board members object to religious activity.
8) This scene connects to a James Bond film first.
Immediately preceding this scene is the film's gunbarrel—the first with Connery though it’s his fourth Bond film. His stunt double Bob Simmons was in the first three, and also fights Bond here as Bouvar.
9) Simon and Bart never show up in person.
Names engraved in the marble structure at the funeral: SIMON and S. BART.
10) Holy smokes--this scene starts slow and then all hell breaks loose action-wise!
The opening shots show a thurible (or censer) on a chain and the smoke of incense. Incense burning is an important, solemn part of the funeral with the smoke symbolizing the rise of faithful prayer to the heavens.
Like a lot of Bond action, the scene starts slow then takes off.
11) Bond leaves me for another.
He leaves Madame LaPorte to “pay condolences” to the widow Madame Bouvar.
12) Bond makes a wish and it is granted.
Where earlier OO7 wished he was the one to kill Bouvar, the opportunity presents itself.
13) I start and finish in this sequence of the film.
Madame LaPorte is present at beginning and end.
14) Cubby loves this stuff!
The coffin. Albert R. Broccoli had experience with the family coffin-making business, and delighted in on screen items like the funeral in THUNDERBALL, smuggling diamonds with a cadaver in DIAMONDS ARE FOREVER, the coffin on the Venice canals in MOONRAKER.
15) Reason for him then.
Cavsam. Prose. Dicet. Translation for Latin engraved in marble at the funeral location.
16) Bond returns to me. Does.
17) I spy outside the Bond franchise as well.
Mitsouko starred in 3 Eurospy films:
Fury in Marrakesh (1966), Z7 Operation Rembrandt (1966), Killers Are Challenged (1966).
18) You hear a language other than English as this sequence begins.
The priest speaking Latin.
19) Sometimes with Bond it's safety first and he wears protection.
OO7 with his safety helmet for the rocket pack.

You could say I’m both a guy and a girl.
The actress’ original name: Maryse Guy. And definitely a girl.
Reality wasn’t kind to the actor playing me.

Indeed. It was a much needed break and I had originally intended to be gone longer, but I guess I'm just a glutton for punishment. Or maybe I just like you guys.
Okay, back to business. A very nice round there, @RichardTheBruce. You know, I had thought of her earlier, but was unable to make it all fit. The last two clues finally gave it away.
That Simon and Bart clue was driving me mad! It's funny, with all the "kill" references in the clues I kept thinking that Simon might be Simon Le Bon from Duran Duran for a AVTAK connection. Could never figure out who Bart was though! Well, I'll chalk it up to rust.
And that's interesting about Cubby and the coffin business. I think I may have heard that before a long time ago.
