    Not who I'm looking for, sadly, and Godfrey was already guessed. Transferring clues.

    Clues:

    1. I'm an EON character with a name and dialogue.
    2. I'm one tiny piece of a much bigger puzzle.
    3. My assistance only goes so far.
    4. And to think I used to work alongside you.
    5. Time to break up this charade.
    6. Who doesn't enjoy a little history?
    7. I did my job, but perhaps I should've seen it through to the end.
    8. I'm involved in a rare moment for the series.
    9. All that effort, and it didn't even matter.

    Clues:

    1. I'm an EON character with a name and dialogue.
    - Self-explanatory.
    2. I'm one tiny piece of a much bigger puzzle.
    - He takes part in an operation that involves the CIA, DEA, and MI6.
    3. My assistance only goes so far.
    - He wants to capture Sanchez as bad as Bond does for maiming Leiter, but he isn't willing to break U.S. law/jurisdictional issues to catch him.
    4. And to think I used to work alongside you.
    - Grand L. Bush (Hawkins) and Roberto Davi (Sanchez) both appear as Agent Johnsons in Die Hard.
    5. Time to break up this charade.
    - He gets in between Killifer, who attempts to "attack" Sanchez in the holding room, to make it seem like he's genuinely mad and not intending on helping Sanchez escape.
    6. Who doesn't enjoy a little history?
    - Hawkins stops Bond outside of the Ernest Hemingway House.
    7. I did my job, but perhaps I should've seen it through to the end.
    - Off Clue 6, he delivers Bond to M at the Hemingway House and leaves, with Bond escaping moments later.
    8. I'm involved in a rare moment for the series.
    - He, Mullens, and Leiter are seen sprinting in slow-motion away from the helicopter; slow-motion doesn't appear that often in the series.
    9. All that effort, and it didn't even matter.
    - They go through all that work to capture Sanchez, and he escapes shortly after.
    10. You're certainly making my job easier.
    - Bond phones in the "tip" about the warehouse, making life for a DEA agent much easier.
    11. All work and no play. A shame we can't enjoy our beautiful surroundings.
    - They're in a beautiful locale as they chase down Sanchez during the PTS.
    12. Running into you made for an awkward moment.
    - This was a stretch, but to me, it's always been incredibly awkward when Hawkins "bumps" into Bond on the street before delivering him to the Hemingway House. He kind of runs into him while subsequently acting like it was a mistake.
    13. It's good this is where I leave you, because it may not have fared well for me.
    - Same with Clue 7 - if he had stuck around, he might've gotten hit during Bond's escape.
    14. It's not often we get lucky so soon.
    - They capture the main villain just a few minutes into the movie.
    15. The best of times, the worst of times, and all so quickly.
    - In a matter of a day or two, they go from capturing a drug lord and celebrating a wedding, to having the drug lord escape, having Della killed and Leiter maimed.
    16. In regards to Clue 3, I'm a by-the-book professional.
    - Again, he's willing to do what it takes to capture Sanchez, but he won't break the law outright.
    17. Let's share a word in private with everyone else.
    - He quietly ushers Bond aside to speak with him in the hospital room, then speaks loud enough for Sharkey to hear.
    18. We'll catch up later - I'd rather be safe than sorry.
    - He takes the helicopter back down to the ground, as opposed to parachuting out with Bond and Leiter, which is much more risky.
    19. Let's cut the small talk and get this done while we know we have the time.
    - Hawkins mentions they've got the greenlight to take Sanchez, and they know he's escaping, but then Bond/Leiter/Sharkey continue to discuss the wedding.
    20. Keep your eyes peeled, we might be able to dabble in the black market.
    - Another bit of a stretch, but organ harvesting/selling is something you'd find on the black market, and Sanchez robs a man of his heart just a few moments prior.
    21. Time to tell Bond something he surely figured out already.
    - He informs Bond that Sanchez escaped and is no longer in the U.S., which was obviously the first thing he'd do upon escaping.
    22. What I assumed would be a friendly chat unveiled so much more.
    - He casually calls Leiter to chat, as Bond answers frantically informing him of what happened.
    23. I go from leading to monitoring fairly quickly.
    - He is leading the operation in the beginning of the PTS, and ends it by watching Bond hook up Sanchez's plan, essentially doing all the work.
    24. Doesn't get much more uncool than interrupting you like this.
    - Hawkins breaks up a wedding to get Leiter and Bond to come help with a job.

    Funny. Based on your reasonings I didnt solve it the same way that you put it out. Alot of the clues I thought pointed to Kilifer, but I had seen that it was already guessed. I focused on 22 and thought of their meeting in Key West when he casually pulls Bond aside and then talks business right away.
