Backseat Driver (TND)
The answer is indeed the "Backseat Driver" pilot from the TND PTS!
1) Time is of the essence.
They must escape before the missile blows them all to smithereens.
2) Bond foiled my plans pretty early on, but he hasn't seen the last of me.
He reaches for his gun, but is knocked unconscious by Bond. Later, he tries to kill Bond by strangling him.
3) If I only knew what happened when I wasn't paying attention.
Bond stole the jet, blew up a lot of stuff, and was barely able to take off.
4) One of my colleagues is trying to kill me.
The pilot of the other jet is chasing them down and shooting at them.
5) Foreshadowing was present in Bond's comment to me.
Bond became a backseat driver later on in the film.
6) Some people doubted that we would make it this far.
The MI6 crew didn't think Bond survived the explosion at first.
7) A little tribute to FRWL, mixed in with some GF.
The garrotte and ejector seat.
8) Wait, where did we go?
The other pilot loses sight of them.
9) I waited until we escaped before I got my revenge.
Once they are free of the explosion, he then tries to strangle Bond.
10) Bond gave me a nickname.
Backseat Driver.
11) I wouldn't have a name otherwise.
I'm not even sure if he is a credited character.
12) Some days it just doesn't pay to wake up.
Perhaps he should've stayed asleep.
13) First things first.
He is in the beginning of the film.
14) I'm always reminded of the Millennium Falcon escaping the Death Star.
The jet escapes through the flames much like the Falcon did in Return Of The Jedi.
15) Bond performed a task for me when I was unable to.
Piloting the jet.
16) I'm one of the most annoying people you'll ever come across.
A backseat driver. And one who tries to strangle you on top of it!
17) 'Splosions.
TND is full of them. Bond blows a lot of stuff up.
18) I ended up killing my colleague instead.
When he is shot up into the other jet.
Congratulations again @Last_Rat_Standing! This was obviously a rather obscure character, but you were triumphant once again. I pass the baton over to you and look forward to what you come up with next.
