He's focused on the plan of getting the Lektor, not a carefree walk-through character.
2) California
The sign outside the chess championship game says it's in Venice, Italy. Venice is also a well-known part of the Los Angeles area, home to Venice Beach and Muscle Beach.
3) "Lovely sport"
Mainly fishing, because the Lektor is the bait to draw Bond out. Both Bond and M strongly suspect a trap, and Bond "takes the hook" anyway. Secondarily, many countries consider chess a sport, though not the UK.
4) A clue is: The Matrix
The character Cypher, a play on the word cipher. The Lektor is a cipher machine. And Cypher monitored the encoded Matrix.
5) "Cu-ckoo!"
Simply a "sound" clue. When Kronsteen wins the chess game, his opponent MacAdams congratulates him on a brilliant "coup".
6) I'm not fond of Bond
He's part of SPECTRE and points out that his plan could see Bond killed as revenge for Bond's killing of Dr. No.
7) I'm connected to the main plot
He develops the plan to steal the Lektor.
8) My purpose or appearance in the film is not just a random event
His plan is central to the plot, and he ranks highly in the SPECTRE organization.
9) Someone else in the film is my superior
Blofeld.
10) Some other people see what I'm doing
During the chess championship game, a crowd of people watch the players' moves.
11) Not Venini
Glass, but just a normal glass of water he's served as he plays chess.
12) I take care of business but also enjoy some off-time
He forms the plan to get the Lektor...and we see him as a chessmaster.
13) I can relate to something Largo said in Thunderball while Bond was at Palmyra
"Every man has his passion". The ones we know about Kronsteen are that he likes chess and he smokes.
14) Another character has me look at something
During the chess match, after the waiter sets down his glass of water, he keeps his hand on the glass to draw Kronsteen's attention to it and the message on the coaster.
15) My personal talents benefit my job
His intellect and knowledge of chess help him devise the plan and anticipate possible countermoves.
16) A park in England
Bletchley Park, where in World War II, codebreakers penetrated secret communications of the Axis Powers via the Enigma and other cipher machines.
17) "Yes...I got the message"
He gets a message from SPECTRE, which was typed on the paper coaster under his glass of water, telling him to report right away.
18) What I'm involved in would usually be considered a crime
Stealing the Lektor, and possible conspiracy to murder (Bond).
19) I've spent a lot of time on this
Developing the plan and scrutinizing all the possible outcomes.
20) "Smoke on the Water"
On Blofeld's yacht, while they're talking, Kronsteen prepares to smoke a cigarette, though he doesn't light it.
21) This could end up costing my boss money
Despite SPECTRE not having the Lektor, Blofeld tells Klebb (and Kronsteen) that he's already agreed on a price with the Russians to return it to them.
22) I think I'm better than Bond
Even at the end, he says "Who is Bond, compared with Kronsteen?"
23) I never cross paths with Bond
Self-explanatory.
24) I mention something that happened in the past
Dr. No's death at the hands of Bond.

Felix Leiter ? TB ?
He was central to a scene in similar locations ,DN (Jamaica) and TB (Nassau).....both were introduced as shadowy figures following Bond.

3 BOND HAS A LINE IN THE NEXT FILM THAT WOULD SUIT THIS SITUATION
