There are quite a few people coming and going in this scene, but I was specifically referring to the ones who whisk Jaws away as you so deftly put it.
1) We are fast while he is slow.
Jaws first enters the alley with a very slow and deliberate pace. The partgoers are dancing wildly and drag a hesitant Jaws away.
2) One of us is dressed just like Bond.
One of the men is dressed in a tux just like Sir Rog.
3) When in Rome...
Or Rio... Jaws ends up dancing away with them.
4) Switching up our location doesn't seem to make a difference.
Inside. Outside. It's all one big party.
5) We help to accentuate a common complaint made by the fans.
Jaws being a total buffoon in MR.
6) Just in the nick of time.
They rescue Manuela from Jaws.
7) Traditionally speaking, you wouldn't want to encounter a particular person in a particular place, but we have no qualms whatsoever.
You wouldn't want to meet Jaws in a dark alley. Or would you?
8) In the future, a Bond title song artist will make a song about us.

I figured those last clues might give it away. Well done!

The ever publicity-seeking Musk drew attention when his Boring Company started selling flame-throwers.

Quarrel and Honey both talk about Dr No having an actual dragon.
3. My status is a "character" could be debatable. Indeed it is debated within the film itself.
Quarrel and Honey are adamant the dragon is a real live creature; Bond of course is more skeptical.
4. Bond sees evidence of the damage I can do. There's no sanctuary to be found anywhere.
Honey points out fire damage from "where it breathed". In the novel, the dragon destroys a bird sanctuary on Crab Key and Bond sees the evidence, but there's no reference to the sanctuary in the film.
