I'm honestly not sure if you do this on purpose or what, but I really cannot be any more blunt than I've been. May Day is on the list, so no. If you come up with another guess, check that list. If that person is on the list, then there's no reason to guess that character.

I really would like to guess more, but I can't find a fitting character. Maybe I should take some holidays to solve it.

I hate when that happens: make so many clues fit, you feel very confident about the character...aaaaand it's already been guessed.
Yes. The character has no dialogue.
Clues:
1. We all love a good time. - They're all dancing at a wedding party.
2. Taken for a surprise. - Bond is taken from her so they can give him his surprise gift, the lighter.
3. I do not speak, and if I do, you can't hear me. - Self-explanatory.
4. I get to enjoy a brighter side of Bond. - It's Bond as he's dancing, smiling, and having fun, not the darker, revenge-driven Bond that dominates the rest of the film.
5. An upgrade to an older model. - Della takes Bond, and Liala moves on to dance with a much older gentleman.
6. Girl, Interrupted. - Della interrupts them dancing.
7. If all else fails, listen closely. - This might just be me, but I couldn't locate anything whatsoever about this character online - no scripts, no character information pages, nothing, so the only way to figure out her name is by hearing Della mention it.
8. I may not see it myself, but something crucial and life-saving is unveiled nearby. - Bond's lighter, which he uses to save his own skin against Sanchez at the end of the film.
9. I am a named character. - Self-explanatory.
10. Boy, Removed. - Bond is taken away from her.
11. You've never seen me played before. (See Played List Below)
12. The gift that keeps on giving. - A lighter, since Bond was still a smoker at this point in time.
13. All this fun we're having evokes a similar sequence of the past. - The music playing at the party, particularly the lyrics and how everyone is dancing, evokes the 'Jump Up' scene from DN.

Honestly, without watching the scene, I'm still not sure who this is!
I was thinkink about the wedding once, because of #13. But most of the time I tried to figure out which scene with bond in a white tuxedo (“brighter side“) could fit.
She doesn't stick around long, which I felt bad for playing a character of not much significance, but her name always stood out to me and she's one I've wanted to play for a while, given how "hidden" she can be.
And Mr. Birdleson, I'm not sure why you ever thought you "lost" it. Looking forward to what comes next.
