@Tokoloshe2 is absolutely correct! Our mystery character is indeed Dimitri, one of Zukovsky's bodyguards from GoldenEye!
1) I actually got the better of James Bond! Or did I?
According to James Bond Wiki, he is the person who sneaks up behind Bond and points the gun at his head. It's hard to tell as his face is covered.
2) On the defensive.
His arms are crossed, which is a defensive posture.
3) PETA might have to get involved here.
"Who's strangling the cat?" In reference to Irina's singing.
4) I'm ecstatic that he didn't part ways with the best medicine.
Bond tells Zukovsky that he's glad that he hasn't lost his delicate sense of humor.

Bond's gun and then Dimitri's gun.
6) It's easy to confuse me with a more popular character from the same film.
Defense Minister Dmitri Mishkin of course.

Zukovsky knows the type of gun without even looking. His expertise was further explored in a deleted scene. Have you "scene" it? :)

After Bond is thrown on the couch, Zukovsky remarks that he is shaken, not stirred.

Ahh...of course! I always thought there should be an animal or at least a coat with fur somewhere. I forgot this line about the cat, because I watched the movie more often in german. Bond asks in the german version “When does the lady learn to sing?“
1. Bond ignores my offer; Kamal Khan wouldn't.
2. Bond accepts my offer; who wouldn't?!
