    To further clarify, the character referenced in Clue 1 has already been guessed.
    Another clue added.

    4. In one instance, I parrot what the other guy just said.

    5. The answer to my question becomes immediately apparent.

    6. An unwitting person undergoes two horrid experiences, and it's partly my fault.

    7. I think Bond has taken a leaf out of a certain PTS.

    8. I must have watched MTV!

    9. I am spotted, besotted with someone spotted.

    10. Access denied.

    11. Those two horrid experiences are enough to nudge anyone over the edge.

    12. My arrival is a cause for consternation.

    13. One’s family and something in Clue 11 is the answer you are looking for.

    14. Alternatively, you could look to the sky, you will also find the answer there.

    Most of them? I should hope all, because it is indeed General Leonid Pushkin! I was wondering where you had got to, @Tokoloshe2, biding your time it seems! Bare with me as I give explanations for the long list of clues!

    This one was a bit cheeky to start off with, I must admit.
    Pushkin kills Sgt Stagg.
    Leo(nid) = Lion
    I would guess a lion would kill a stag (deer) on sight!

    When Bond interrogates Pushkin, his questions are very short and terse, hence he cuts to the chase. When Bond “assassinates” Pushkin, he is then chased through Tangier.

    Bond: “Smiert Spionam”
    Pushkin: “Smiert Spionam!”

    Pushkin to Rubavitch: “Is anything wrong?”
    Bond is stood behind the door, gun to Pushkin.

    6. An unwitting person undergoes two horrid experiences, and it's partly my fault.

    Rubavitch. Has her clothes ripped from her and forced to stand naked.
    Then watched Pushkin get shot. The latter of which Pushkin was in on.

    7. I think Bond has taken a leaf out of a certain PTS.

    You Only Live Twice. Faking assassination.

    8. I must have watched MTV!

    Now this one was difficult, granted. The actress who plays Rubavitch, Virginia Hey, had a cameo in the first music video to feature on MTV, Video Killed the Radio Star by the Buggles. She also features alongside Hans Zimmer, curiously.

    When Bond spies on Pushkin from his car, he is seen kissing Rubavitch, who is wearing a spotted dress.

    “That is a security matter and cannot be discussed”

    11. Those two horrid experiences are enough to nudge anyone over the edge.

    Rubavitch is seen to be in hysterics at Pushkin’s “assassination”.
    The popular saying “to push one over the edge” is changed here as to draw attention to itself. Push alluding Pushkin.

    Pushkin arriving at Whitaker’s base, to announce the cancellation of the arms deal.

    One’s family = kin
    Clue 11: nudge = push
    Pushkin!

    Leonid = The Leonids, the name of a meteor shower that happens around every 30 years.

    Pushkin is General Gogol’s successor. Both congenial KGB heads.
