1. Turns out it isn't so lucky, after all. Seven is considered lucky, but not for Giggins.
2. I evidently wasn't able to learn from the mistakes of the past. Six informants were deceased doing the same job as he, and he died as well.
3. Bond finds me very close to two women who are very important to him. On the CD behind Della's photo, and two away from Pam Bouvier on the list.
4. Bond was previously allowed in here, but now he has to sneak in. Felix Leiter's office became a crime scene after Bond had visited Leiter there.
5. Very advanced technology for it's time, it would be used heavily again in six years. Computers, GoldenEye.
6. A church was seen in this film, but there would've been no use for a font. The church Felix and Della got married in. A font is a receptacle of water used for baptisms, but this was a wedding rather than a baptism. I also wanted to point you in the direction of font, being a typeface as well.
7. According to IMDB, I can be seen exactly 62.76% of the way through the EON film franchise (DN-SP). This was a fun clue to make, and you all solved it. But anyways, the EoN Bond Saga is 50.73 hours long, License to Kill begins after 31 hours have elapsed, and Giggins appears on screen 50m30s after the movie begins. The math all adds up to 62.76% of the 50.73 hours of the saga.
8. Firstly, I share something with one actor who played the character who owns the property Bond is on now. Felix Leiter = Jeffrey Wright = Jeffrey Giggins.
I had this character as an idea for awhile now but didn't want to use it until I had a clearer idea of the rules of the game, lol. It was super fun to make these clues and I wanted to use them all, hence the rapid fire nature of providing them. I still had some fun clues in the bank, so I'll use those ideas on my next round.
I didn't expect anyone to know who Giggins was, so I had fun thinking about clues that would lead you to where to look, rather than to who the character was. A fun quick bonus round for me, well earned win from @goldenswissroyale, and it's on to you good sir!
My one question for you: did you somehow have Giggins stored away in your encyclopedic mind of Bond knowledge? Or did you have to pop LTK in the DVD player?
EDIT: that was too late, and wrong
I'm honest, I had to use my DVD to solve it. But I believe that at least one character of this file was played before. However, still a great idea.
The concept of 7 being lucky may not travel super well (for instance I believe 8 is lucky in China), and so might have been an ill-advised clue on my part.
1. I talk about englishmen.
2. Between my scenes you can see something cute...
3. ...and an obvious product placement.
4. I'm next to Bond for at least 10 minutes.
5. You don't see me getting in, but you see me getting out.
Incorrect:
Columbo
Drax
J. W. Pepper
Kronsteen
Scaramanga
Tatiana Romanova
Tetiana Romanova?

I like that one.
Named EON character: Bubi, the german driver of the white VW beetle who is eating sausages while driving. (OP)
Question: Were some of his lines translated with subtitles in the original movie? My DVD doesn't have subtitles during this scene.
I'm also wondering if the british actor was able to talk german that well. He really sounds like a German in the original version.
1. I talk about englishmen.
When Bond and the couple get out of the car, Bubi says something like "The english are crazy". It's difficult to understand but he definitely says "Diese Engländer..."
2. Between my scenes you can see something cute…
They cut to the Circus and Magda is seen with a baby tiger. Cuuuuute.
3. ...and an obvious product placement.
Bond's watch: Seiko.
4. I'm next to Bond for at least 10 minutes.
The Seiko shows 14.44 pm and when they go out of the car you can see a church clock telling us that it is around 14.55.
5. You don't see me getting in, but you see me getting out.
Of the car.
6. It is possible that many would have died without me.
Bubi takes Bond with him a certain distance, otherwise he wouldn't have catched another car in time and the bomb in the circus would have gone off.
7. Bond refuses at least one of our offers.
His wife offers a beer.
Next round:
1. Quick loss of speed
2. What they have behind them is valuable in several ways
3. She doesn't need to be afraid of me
4. My associates will make trouble
5. Well done, Q
6. This location is supposed to be somewhere else
The scene that is primarily in my mind is quite well-known, I'm convinced.
Incorrect guesses:
Bomb defusing guy at Fort Knox
Kamal Khan
Dario
Plane seller in QoS
