The newspaper seller in TLD who shouts "Famous Russian general defects"? Not sure how well this fits without going off to check the scene!

    EON character.

    1. My movements are restricted and controlled.
    2. My face is hidden behind a "censor bar".
    3. I'm not creepy, but maybe you think about something creepy when you see me.
    4. Bond is much better protected from the sun than I am.
    5. I want to walk to the place where Bond was coming from but I'm prevented from doing so.
    6. There is an establishing shot right before you see me. A similar looking establishing shot can be seen right after the main titles of a later Bond movie with the same Bond actor. There are also similar sounds in both establishing shots.
    7. Bond is looking down to me.
    8. I'm treated like a dog!
    9. IT is a very minor character we are looking for.
    10. Bond is crossing me while he is walking to a woman he had already sex with.
    11. I'm probably the most innocent person in this movie.
    12. 19 + Soon-Tek Oh 19 = one letter
    13. My one isn't destroyed compared to the ones in DAF, OP or TLD.
    14. We walked upstairs before Bond did.
    15. Who is with me? Jinx would know the answer.
    16. We have - in Bond words - a "lovely view" here. At least Bond says so.
    17. My flexible bag can be described with the name of a villain. This villain is part of the same film as I am.

    Guesses:
    Blofeld
    Boy at Circus Circus (DAF)
    Camille
    Cashier in Macao (SF)
Cowboy mannequin (or any other mannequin)
    Newspaper seller, TLD
    Jaws
    Komodo dragon
    Severine
    St. Bernard
    Snooper
    Vicar FYEO
    Zambora, gorilla (DAF)

Not the dragon. Did Bond have sex with Moneypenny? Possible, of course.

I always assumed they did. Open to interpretation, I know. I'm also completely stumped at the moment, this is a good one.

This small child seems to fit the clues...

... although I think that might be stretching the definition of "character" to the limit! :)

Wow, nice job Tokoloshe. I knew it was some kid with their mom, but was at a total loss. Forgot about those two.

    @Tokoloshe2
I’ve seen FRWL countless times and there’s absolutely no way I would have found that kid.
    Bravo!

Yes, it is indeed the little girl on the ferry (FRWL). Great detective work @Tokoloshe2

I thought you will forgive me that I picked an extra (only seen for seven seconds) as long as I give you enough hints to solve it in a few days. Apologize, if some of you think this isn't really a "character". I thought this little girl was an interesting choice because she was so obvious for me during the last few times I watched the film. The red balloon combined with the young age made her stand out for me. Or am I the only one who ever noticed this child?
It was especially funny because @Tokoloshe2 began to create a list of children in Bond films yesterday.

    1. My movements are restricted and controlled.
The girl is attached to a "lead". THe mother (?) controlls the movement of the child.
    2. My face is hidden behind a "censor bar".
    https://movie-screencaps.com/from-russia-with-love-1963/page/39#foobox-1/51/from-russia-with-love-movie-screencaps.com-6892.jpg?strip=all
    3. I'm not creepy, but maybe you think about something creepy when you see me.
Red ballon, linked to Pennywise from "IT".
    4. Bond is much better protected from the sun than I am.
    Long clothes, hat, sunglasses
    5. I want to walk to the place where Bond was coming from but I'm prevented from doing so.
The child wants to walk downstairs, mummy thinks differently.
    6. There is an establishing shot right before you see me. A similar looking establishing shot can be seen right after the main titles of a later Bond movie with the same Bond actor. There are also similar sounds in both establishing shots.
Ships, sea, city in the background. We can hear several ship horns. Same can be seen and heared directly after the titles of YOLT (Bond's funeral).
    7. Bond is looking down to me.
    He is.
    8. I'm treated like a dog!
    See clue #1.
    9. IT is a very minor character we are looking for.
7 seconds. Link to the movie "IT".
    10. Bond is crossing me while he is walking to a woman he had already sex with.
He has a "business talk" with Tatiana on the ferry.
    11. I'm probably the most innocent person in this movie.
    Very young child.
    12. 19 + Soon-Tek Oh 19 = one letter
    This tells you the location: 19th letter = S; Soon-Tek Oh = Hip; S +HIP = Ship
    13. My one isn't destroyed compared to the ones in DAF, OP or TLD.
The balloon. Destroyed at Circus Circus, 009/clown, Prater Cafe
    14. We walked upstairs before Bond did.
The are already standing on the upper deck.
    15. Who is with me? Jinx would know the answer.
    "Yo mama".
    16. We have - in Bond words - a "lovely view" here. At least Bond says so.
This is the first he says to Tatiana on the ferry.
    17. My flexible bag can be described with the name of a villain. This villain is part of the same film as I am.
Red balloon. Red Grant. @ Birdleson A balloon is defined as "a flexible bag that can be inflated with a gas, such as helium, hydrogen, nitrous oxide, oxygen, and air. (Wikipedia)

Thanks @goldenswissroyale. It was the child clues and the 'lovely view' quote that did it. Particularly nice IT/Pennywise reference, by the way!

OK, let's move on with another Eon character:

    1. Science was my strong point.

    2. It sounds like Downing Street is aware of my death.
