Would that be Perringe, the assassinated scientist mentioned by Number 10 in TB's Spectre meeting?
*** clue #2 is the only one that leaves me a bit puzzled as Perringe is French, so if he is in fact the right character, I don't see the connection with Downing street.

He is an antimatter specialist. By contrast Blofeld, who received the report, later said that science wasn't his strong point.

His death is reported by "Number 10", which sounds like Downing Street :)

The financial report states that SPECTRE received $3million - a massive fee for an assassination! Even Scaramanga would have done it for one-third of the price!
4. There's a department near here that specialises in problems like this.
$3million received from the "special department" of the Quai D'Orsay, which is in Paris where we know this SPECTRE board meeting is happening. Quai D'Orsay is a street, but it is also a byword for the French Ministry of Foreign Affairs located there (much like "Langley" for the CIA).

I'll try and come up with a new character later on.
1. Although I've just met Bond, I know details about him that very few people know.
2. My boss is very pleased with me.
3. When this round is over I will take my place right next to the previous character.
It is indeed Phidian, the adjoint to Sir Hilary Bray.
I admit that prior to this round I had no idea what this character’s name was, so had to look it up.
For some reason I thought his name was Higgins (maybe his last name) as that’s how it sounded when Sir Hilary complimented him on his work.
As for the clues:
Phidian (who will be listed right under Perringe, once @Birdleson updates his list) is complimented by Sir Hilary on his splendid job designing Bond’s coat of arms (and hence, having knowledge of his family tree).
I hope I can start a new round with a (named!) character tonight.
