New clues. Named Character with Dialogue.

    Clues

    1. Volatile emotions aside, my response to Bond made absolutely no sense.
"I knew your sister." "No you don't!" when his previous statements make it obvious he did.
    2. I take part in a scenario that is in many ways repeated in a later film, featuring a different Bond in the relevant scene.
    FYEO, Bond meets Melina.
    3. My demeanor and dress seem to imply that I am most likely the smarter one, but events and my own words do not bear that out.
She dresses as a schoolmarm, as opposed to Jill. Yet, she consistently behaves and speaks with true idiocy.
    4. My initial lie is easily betrayed.
T.M. on her case, yet she says her name is Tilly Soames.
5.Upon Second encounter Bond and I are wearing near matching attire.
    Black.

    5. Not many people can claim they had Bond both fooled and terrified at the same time.
    6. (Dis)loyal (in)to the end.
    7. Right after me, Bond meets an iconic character who elucidates past and present events.
    8. I’m directly responsible for most of the deaths in this film.
    9. He wouldn’t sing this tune if he were in my shoes.

    10. I’m played by an actor whose last name rhymes with the movie’s main villain.
    11. I couldn’t get past him so I tried the opposite direction… to no avail.

    @Birdleson strikes again!

    1. My misfortune is Bond’s salvation.
Kisch conveniently lands a few steps away from Bond, allowing him to retrieve the key to his handcuffs.
    2. If word of my deed got out, I’d probably be a hero with certain people in law enforcement…
    3. …though I’d still be arrested for it.
Some in the police and FBI would probably not mind having someone do the dirty work and rid the country of a slew of mobsters, though that would still be considered a punishable crime.
    4. I'm a leader of men.
Kisch leads the armed convoy heading for Fort Knox.
    5. Not many people can claim they had Bond both fooled and terrified at the same time.
Makes Bond think he's about to shoot him dead, hence the latter's terrified expression.
    6. (Dis)loyal (in)to the end.
Not willing to die for his boss.
    7. Right after me, Bond meets an iconic character who elucidates past and present events.
Pussy Galore shows Bond the tranquillizer gun and explains the humming Bond is hearing.
    8. I’m directly responsible for most of the deaths in this film.
The dozen or so gassed gangsters constitute the most deaths caused by a single person.
    9. He wouldn’t sing this tune if he were in my shoes.
    Obviously, Kisch couldn't fly.
    10. I’m played by an actor whose last name rhymes with the movie’s main villain.
    Mellinger - Goldfinger
    11. I couldn’t get past him so I tried the opposite direction… to no avail.
Oddjob prevents Kisch from getting to the bomb and kills him.

Good job to both of you. I kept thinking of people who fell out of planes, but I couldn't make anyone fit because of the deaths clue.

Where we go. Named and with Dialogue.
Now that I reread them, I believe that these clues may be a bit too easy.

    Clues:
    1. Though I work under Bond I have a very small team working under me.
    2. The color of my garb may well have indicated a different fate was in store for me.
    3. My reaction to the news was surprisingly listless and nonchalant.
