Here are the details:
EON character with dialogue.

Sunbathing on the balcony of a villa next to the sea...

See clue #2
4. What I have here, seems to be better than Phuyuck, at least.
I serve some white wine for Mathis and Bond, explaining that Mathis only buys cheap wine. But Bond drinks the whole glass quickly and seems to like it (definitely more than the wine in TMWTGG)
5. Knock, knock, knock, knock, knock, knock.
Bond knocks 6 times at the villa's door.
6. I don't open this door by myself but will have to do so after my scene.
Mathis opens the door. After the scene, Mathis leaves the country with Bond.
7. Am I still allowed to use this door when this film ends? Maybe not.
Mathis is killed. It is questionable that Gemma can still stay at this villa, which was given to Mathis after the wrong accusations that happend in CR...
8. My outfit was way more typical in older Bond movies than in the era I'm a part of.
Bathsuit and high-heels. She would definitely fit in a pool/hotel scene like the ones in FYEO or OP...
9. I say a word in a foreign language that was also said by someone in a Moore movie.
"Amore". This was also said in Cortina (FYEO): Amore, amore...

The villa (and the whole scene) is located in TALAMONE
Funny thing, I watched QoS two days ago on Amazon Prime, making it only my second viewing after seeing it in the theaters in 2008.
My opinion of this movie hasn’t changed a lot, it’s still at the very bottom of my list, but this particular scene was perhaps the only moment I really liked in the whole movie.
I’ll try and come up with a new character sometime tomorrow.
It is a scene I like a lot. It didn't stand out for me at all when I watched it 15 years ago but it grew on me a lot: a classic scene with style and good dialogue. The location is great, too.
1. I utter only a single word.
Hilfe!
2. I sit at a desk.
3. Something unusual draws my attention.
The elevator stopping with no one coming out of it.
4. I end up in a different place from where I'm first seen.
Unconscious in the ski room.
5. “Wrap me up, before you go-go”
A reference to Bond quipping “maybe you should have been gift-wrapped”
6. My appearance precedes a celebrated action sequence.
The ski chase.
7. I won’t be joining my comrades in their pursuit of Bond.
Self explanatory
8. Help!
Hilfe!
Incorrect guesses:
Mufti
Pipeline supervisor (TLD)
Over to you @Benny
