    And we have a winner. Back to @Benny. Good job!
    It is indeed the old man with the DC3 in QOS.

    Here are my explanations:


    EON character with dialogue.

    1. Klaus Hergersheimer comes to mind.
    Klaus has also a clipboard to check things.
    2. I like it old school.
    The clipboard with paper and pen and especially the old school phone with wire.
    3. The building where I work does have the same colour as the nature around me.
    The building has the same colour as the desert.
    4. I do exactly what Bond predicted just before.
    He'll make much more when he sells us out. (A few seconds later we see him picking the phone.)
    5. Obviously, Bond is wearing the same as yesterday.
    The blood stains on his shirt are still there (when Mathis was shot).
    6. Bond didn't accept my first proposal of the deal.
    Camille asks: How much did you pay him? Bond: "Well, he wanted you, but I left him the car as collateral.
    7. We are not in Europe.
    Bolivia.
    8. My first two words are easy to understand, even when you don't speak my language.
    "Buenos dias."
    9. Due to my phone call, a man is going to die.
    During the DC3 action, the jet explodes and a pilot dies.
    10. I help the baddies.
    He informs them (who exactly? we don't know) that Bond took the DC3. (But we don't hear the conversation).
    11. I'm wearing a hat.

    Clues.

    1. Although I think so, I’m really not that smart.
    Carrying around his money all the time, is not wise
    2. Trust.
    Mr. Bullion does not trust banks
    3. Loyalty is more important than money.
    Valentin trusts him for the most part
    4. Make the call.
    Mr. Bullion calls Elektra alerting her about Bond
    5. Hold on.
    He clutches his money case as the helicopters attack Valentins caviar factory
    6. Money is more important than loyalty.
    Bullion is only interested in his money. Not Loyalty to Valentin
    7. My allegiance is clearly mixed.
    We think he's part of Valentins crew, when it turns out he's on Elektra's side.
    8. Like many in my profession I'm very observant.
    He notices Bond's car at the caviar factory
    9. When you look at my role, I don't really do a lot.
    Self explanatory
    10. Bond may be getting a sense deja vu.
    His gold teeth are reminiscent of those of Jaws
    11. At one point I forgot something important to me.
    He leaves his case / bomb at the FSB office in Istanbul
    12. I’m the second one coming up.
    At Maiden's Tower, he is the second person to come up the stairs.
    13. I don't kill anyone which is a rarity for my role.

    14. I take from a colleague leaving them empty handed.
    When Bond and Christmas are captured in Istanbul, he takes the gun from one of one of the other goons.

    Everyone around him was guessed, but I'm surprised no one's guessed Sanchez yet given the first three clues... and I can't remember him specifically killing anyone himself but I'm sure I'm wrong there. I'll guess him just to get him on the list.

    We are only winning because some of the true masters of this game aren't around at the moment (like @pachazo or @Birdleson)
    This doesn't mean that there are other members who are brilliant in this game.
