let me make things clear from the start, if he does indeed turn out to be Blofeld, then I will be shocked - pleasantly shocked.. and i'll admit that I was terribly wrong...
but I just don't see it happening, because of the legal rights to the character.
if EON had the rights before 2005 when they started filming CR, don't you think that instead of calling the group QUANTUM, that they might indeed have resurrected SPECTRE?... we don't know, but QUANTUM is essentially the same thing, just with a different name... and again, if they had the rights, how come in the video game FRWL, SPECTRE was called OCTOPUS?..
some people will point to Goldeneye Reloaded and say Blofeld is in there, and they mention SPECTRE - that must mean EON owns the rights..... that couldn't be further from the truth, as gaming rights are different than story/film rights.... while FRWL was based on a previously exsisting film, they did change a lot of the story and action around, which might have voided any sort of deal in using the name and character.. and there is a big difference in using the character in a story, and just having him as a multiplayer character in a videogame - where he contributes nothing to the overall story...... and who knows, the rights EA bought back when they started working on the Bond games, might be totally different than what Activision purchased..
like i've always said, if anything that big of EON purchasing the rights to SPECTRE and Blofeld had happened, then i most certainly can hedge a bet that we here at Mi6 would've heard something.

Thankfully, the producers seem to look ahead and don´t dwell on the past too much. They said in the press conference that they´re going to continue what they started with the last two films, which doesn´t reek exactly of Blofeld.
I think I know how Mendes involve to bring back SPECTRE and Blofeld at the same time, by BY FORCING BOND TO WORK WITH THEM
When Bond's trust in M falters, Fiennes comes in working for Spectre and provides intel to Bond to apprehend the villain, Bardem. Eventually, Spectre provides Bond with enough information to kick M out from Mi6, and kill off Bardem himself. Fiennes that reveals himself as Blofeld and now has acquired dominance over the agency and Bardem's organization or resources, therefore setting up the plot for Bond 24
Maybe in the form of Ernst Stavro Blofeld?
A past alliance with a man they didn't fully understand. A man who they used to do their really dirty work. Off the record kind of stuff. A man who got cut off by Mi6 or the allied forces for being to dangerous. Thought to be killed, but now back from the dead.
Okay it's a long shot. But not entirely impossible.

But I don't think SPECTRE should be an entity that already exists. Rather, running with your idea a little, I think Blofeld could be an informant deemed unreliable by MI6, but who Bond has to turn to in order to get the job done. His call-sign would be "Spectre" (like "Neptune" or "Bluebell" or "Cake").
So Fiennes/Blofeld can maybe use that to convince Bond that they're on the same side (without mentioning that they too are terrorists) and gives more intel on Bardem in exchange for his trust or perhaps hidden secrets in Mi6? Kind of like the Bond-Draco agreement in OHMSS!

but Mendes, Craig, etc. stated, that SKYFALL actually will be a standalone film, like GF... So it is unlikely, that Quantum will feature this time, maybe in Bond 24 in 2015 or so?
With that in mind, I think Skyfall could very well be a standalone Bond film in which SPECTRE and Ernst Stavro Blofeld return to the screen gracefully and with a revived spirit.
Now I have found this part of an interview with Eurocom producers Julian Widdows and Dawn Pinkley (Eurocom developed 'GoldenEye Reloaded'):
How closely have you worked with EON producers David Wilson and Barbara Broccoli in developing the game?
"David Wilson, Michael Wilson and Barbara Broccoli were an immense help in creating the most authentic James Bond game possible. David spent time on site at Eurocom to lend his cinematic expertise to help create a genuine GoldenEye experience. In addition, Barbara and Michael were heavily involved in the casting for the game, treating it as though it were a Hollywood blockbuster. They employed her years in the movie industry to choose only the finest actors for the game. It was a real pleasure to have their candid input."
Now the new PC game 'GoldenEye Reloaded' has premiered. The small copyright info down below the site states:

Now surf the site, and you will come across the names of 'Blofeld' and 'SPECTRE'. With the above copyright info in mind, Blofeld and SPECTRE are again related James Bond trademarks.
IF the family of Kevin McGlory is not making a case of the videogame 'GoldenEye Reloaded' and the names of Blofeld and SPECTRE that are mentioned in the game -and so far they haven't done that all, they haven't started a lawsuit against Eurocom and EON- THEN I think it is very safe to say that the names of 'Blofeld' and 'SPECTRE' are back where they belong: EON Productions. Off course with some help of Sony Pictures.
