There is no one timeline, the series are films are a mess. Just take each one on it's own.

Reboots just toss the previous timeline to the winds...that may sound calous but it is what it is. IMHO
That depends on SF, it depends on Q. If he's Major Boothroyd, then I think it's a new timeline. But if he's a new guy, like the Cleese Q, then it could be set after DAD.
Same with Moneypenny when they decide to bring her back. If she's just Moneypenny, then it could be after DAD. But if they introduce her as a new character, then I think it's a rebooted timeline still.
I think DN to DAD is a floating timeline, and CR to SF (or maybe further) is a new floating timeline.
