You know what I mean. When the major villain and Bond first set eyes on each other. One doesnt have to know the other is a threat, in fact one does not need to know the others identity...but there have been some good ones down the years.
Dr No - DN "One million dollars Mr Bond" The door opens and there stands the omnipotent Doctor. He glides across the carpet like "a worm"
Rosa Klebb FRWL - cleverly the final scene. Even then Bond does not twig until the final minute where she tries to steal the lecktor
Goldfinger - GF Voice encounter first where Bond teaches him a lesson in Miami and then a meeting at the Royal St Marks on the golf course
Emilio Largo - TB Bond baits him in the swish casino where Largo surrounded by his thugs verbally spars with Bond.
Blofeld - YOLT - "You only live twice, Mr Bond" our first look at Blofeld and his white cat in the control room
Blofeld - OHMSS - Bond in disguise but Blofeld posing as a de Bleuchamp in the laborotory
Blofeld - Diamonds - "making mud pies 007" Blofeld confronts Bond in some latin plastic surgery cavern
Mr Big/Kananga - LALD - "Names is for tombstones baby..." Bond meets a disguised Kananga under the Fillet of Soul in Harlem
Scaramanga - TMWTGG - His quarry sits next to him in a Bangkok kickboxing ring
Stromberg - TSWLM - "Why do we seek to conquer space when..." in Strombergs private apartment and his own private aqarium.
Sir Hugo Drax - MR - playing the piano in his chateau with dobermanns at his feet.
Kristatos - FYEO - posing as an ally in Cortina at the icerink watching his protege skate
Prince Kamal Khan - OP - playing backgammon in the basement of the Shiv Nawas hotel
Max Zorin - AVTAK - at his party in Chantilly, winds him up about flyfishing
Georgi Koskov - TLD- in the boot of a car in Bratislava. But really at Blayden Safe House
Franz Sanchez - LTK - Sanchezs' office in Casino de Isthmus posing as jobless
Alec Trevelyan - GE - they knew each other for years, as a villain first in that cemetery
Eliot Carver - TND - a media party in Hamburg
Electra King - TWINE some protest in Kazakstan, but maybe at her dads funeral
Gustav Graves - DAD - Blades, enough said
Le Chiffre - CR - "Mr Bond or Mr Beech? I am confused?" at the green baize table in casino royale
Dominic Greene - QoS- glaring at each other backstage at the Bregenz opera as Tosca plays.

Bond and Blofeld in YOLT, Connery's era had been leading up to that moment for a while.
Bond and Stromberg, I just think he's a great villian and when he does his speech about the sea and space, he comes across as a maniac, and him and Moore work really well together.
Bond and Alec in the graveyard. I think it was written for Dalton but Brosnan pulls it off really well, I love the bit about the martinis drowning out the screams of the men he killed.
Bond and Greene. I don't really like QOS but I love that scene.
But the best has to be Bond and Sanchez. Mainly because Dalton and Davi are such good actors, but also the writing is really good and you can tell Bond wants to kill Sanchez there and then.
"I thought I saw a spectre at your shoulder..." Thunderball is also another great one, as is YOLT, despite the flaws that picture has. Pleasance was a good Blofeld.
Another one I enjoyed even though I disliked the film a lot is Drax's entrance in Moonraker.
Sanchez and Bond's first encounter in LTK was also a treat. I loved Dalton's acting in that scene, showing restraint in the face of the enemy he very much wishes to kill, even slipping in a humorous jab at his workforce.

Brosnan's best villain encounters were Trevelyan in the graveyard, and especially with Graves in the fencing club, where he also gives his best delivery of the line "Bond...James Bond." Great scene in an otherwise poor movie.
Bond meeting Greene at the Opera in QOS was also quite a powerful scene, but the whole Tosca scene was great, so that helps.
Overall, the original wins out for me. Dr.No gets my vote for the best Bond/villain first encounter.

Le Chiffres first encounter with Bond at Casino Royale. The "Is it Mr Bond or Mr Beech? I'm confused?" The wry "well, we cant have that can we?" showing that the games and tactics have started straight away. Clever bit of writing.

Dr No's is a classic: "Forgive my not shaking hands, it becomes rather awkward with these" (shows his iron hands)
It probably goes without saying that I like Bond and Alec's meeting in the graveyard. Serra's score gives the scene an atmosphere and both actors perform well.
I would say Connery and Klebb but they don't really have a proper verbal exchange. When she corners him Bond's on the phone and the two don't say anything before they fight...their expressions are great though.
For all of the faults in MWTGG I do like the encounter between Bond and Scaramanga.
Can I also say I quite enjoy Bond and Gustav Graves's 'encounter'??? Or am I going to get shot down for that? X_X

These four really stand out to me in terms of impact, just so epic!

I also enjoy when Lee and Moore meet for the first time in the next release. "You won't find it in there Mr Bond, I looked before you came" A very good few minutes spent watching as always
Dalton and Whitaker only met at the very end didn't they. For sure the longest time Bond and the leading villain don't meet with each other in the whole franchise, but when it happens, it's a good encounter that you enjoy watching and in the end, Whitaker gets crushed by a statue of Wellington. But once again, hard to pick out one above all else, but the Kanaga introduction may well be it
