Yes. He was in Rome.
You can even see him in the teaser trailer (his back is turned at Bond at the funeral scene). I notice the back of his head everywhere.
It's him right in the middle of this picture:
And he was also seen dining with Belluci and Mendes:

Batista is headed back to London today to work more on the James Bond “Spectre” movie and will be in town at the same time as the WWE crews this coming weekend. Batista’s good friend Titus O’Neil joked that he hopes Batista can get him into a Bond scene this Sunday, presumably when he visits the set.
It was said that Daniel Craig will be rejoining "SPECTRE" (2015) production on 22nd of April 2015. However, according to The Sun newspaper, he is said to be back on location in London already after arthroscopic surgery to repair a knee injury.
A source said:
"Daniel is made of strong stuff and wanted to return as quick as possible. He filmed the face shots but his double was doing all the running. Daniel will have to take it easy until his knee is strong enough for strenuous sequences."

gonna have to watch the trailer again now, didn't know that was Waltz?
It's not Waltz.
Why not?
It's the only guy at the funeral standing "alone" with two bodyguard slightly behind him (a bald guy on the right and the black guy on the left). Everyone else (except Monica) is crowded on the left side.
I believe it is him. Because it looks like him. The height, the hair, ...
You're right. I was wrong. It is Waltz. My apologies.
Whether it is or not? It is an excellent excuse to use for me to my better half to watch the trailer again! :D
It's like those who have claimed that you can't hear Waltz's dialogue clearly in the teaser at the end, it was plain as day to me what he said. Yet those idiots doing trailer reviews supposedly said you couldn't hear what was said and there was the ridiculous mishearing of the word "kite" by some.
It's not ridiculous. The first time I watched the trailer I couldn't hear Waltz clearly either. Turned out I had the sound down on my speakers. So I can definitely see where they're coming from.

Oscar nominee
Looking bohemian in one corner of the restaurant was Dennis Gassner, who started in the art department staff of “Apocalypse Now” during the shoot in the Philippines. He has since become a five-time Oscar nominee, winning a best art direction trophy for “Bugsy.” As “Spectre’s” production designer (he also did the two previous Bond movies, “Quantum of Solace” and “Skyfall”), Dennis recreated the Day of the Dead festivities on a grander scale.
Dennis, whose recent work for “Into the Woods” also earned him an Oscar best production design nod, said he cherished his “Apocalypse Now” experience because he got “to work with my mentors, Dean Tavoularis and Francis Coppola. I’m just trying to perpetuate good art, good experiences in filmmaking.”
On the Philippines, the Vancouver native said, “Extraordinary place. Every place in the world is extraordinary when you’re allowed to create something interesting.”
